VA118-10-RP-0124Questions and Answers March 17, 2010 REFERENCE: Section 3 of the PWS indicates the claimants will be able to electronically download a machine readable claims form and "at their option, electronically submit" the completed claims form. QUESTION #1: For those claimants, who choose not to electronically submit their claims form, is the expectation that these non-electronically submitted forms will be manually entered into the system or that they will be electronically scanned into the system? ANSWER #1. The Contractor will develop a machine-readable claims form that enables claimants to electronically download and, at their option, electronically submit complete claims for service connection which provides medical evidence detailed in Attachments A, B, and C. VA anticipates that the new claims form will be both shorter than the current form, and will be well suited to an automated processing method. For this special program, VA will accept only claims utilizing this automated machine readable form. Given the data shall be on the "machine readable" form, the completed claim forms that are not electronically submitted, shall be scanned. REFERENCE: The hyperlink provided in Addendum A Section 2 http://vaww.eas.vaco.va.gov/OneVAEA/ for One-VA Enterprise Architecture (EA) does not appear to be accessible outside of the VA network. QUESTION #2: Could the Government please provide an alternative mechanism to access this information?
