Description
Under the authority of FAR 13.106-1 (b)(1), in conjunction FAR 13, the United States Army Research, Development & Engineering Command (RDECOM) Contracting Center, Natick Contracting Division, Natick, MA 01760, on behalf of the Combat Feeding Directorate, intends to negotiate and award a contract to Helix Science, LLC located at 102 Hasbrouck Dr, Apex, NC, 27523-3809. To provide a report on Smart Tag Indicator Technologies. The intent is to award 1 contract to procure the above mentioned materials on the basis of Other than Full and Open Competition. NATURE AND DESCRIPTION OF SERVICES REQUIRED TO MEET AGENCY NEEDS: A report on Smart Tag Indicator Technologies is required that: a) identifies and assesses relevant commercial and near-commercial technologies towards the future design, development, and application of smart packaging indicators for US military rations, particularly smart material technologies and nanotechnology; b) describes specific strategies to enable the envisioned materials or devices to be formulated; c) provides US and foreign sources of relevant components, and describes their integration into a functional product; d) and presents the maturity level, readiness, and applicability of these technologies. The background required for the author(s) of this report is: materials engineer, scientist or researcher with extensive, specialized experience, skills, and knowledge in the rapidly growing technology fields of smart materials and nanotechnology as they relate to smart tag indicators and ration packaging. This report supports a current NSRDEC S&T project that is investigating and will be applying serving temperature and water level indicators to packages, to permit and optimize the use of self-heating rations and other ration components with water fill lines at night or when visibility is limited. For example, Flameless Ration Heater technology is commonly used in the Meal, Ready-to-Eat (MRETM) for this purpose, and other packages such as Hot Beverage Bag, Drink Pack, and the Unitized Group Ration-Express also rely on heating at the time of serving the ration. This report is vital to proceed to the next step of the NSRDEC project, the development of prototype indicators. It will provide the supporting information necessary to help assess future smart tag indicators for individual and group ration packaging systems, which may include thermometric tags or labels, printed sensor markings or lines, and micro-LED circuitry powered by a printed or low-profile battery. DEMONSTRATION THAT CONTRACTOR IS THE ONLY SOURCE AVAILABLE: Helix Science LLC, Apex, NC, possesses unique qualifications and experience to provide the goods (report) meeting NSRDEC requirements and within the required timeframe. Helix Science is a technology provider company that prepares and provides technical reports and advanced materials to the scientific community. Dr. Anthony Andrady, the Principal and CEO of Helix Science and report author, possesses the required experience and familiarity with nanotechnology and responsive, intelligent materials, along with the knowledge of the requirements of military ration packaging (e.g. MRETM and UGRTM) and the military user base Dr. Andrady is a research scientist in the area of material science specializing in packaging applications, plastic materials, and nanoscale technologies. He holds graduate degrees in materials science and chemistry, has published over 100 research papers in the area of polymer science, and is a Fellow of the Royal Society of Chemistry (England). Helix Science and Dr. Andrady have the required expertise in nanomaterials, especially conformal printed electrodes used in sensor applications, and experience in printed electronics including sensors and metal printing. Dr. Andrady is also an Adjunct Professor of Chemical Engineering at North Carolina State University (NCSU) and at the University of North Carolina Chapel Hill. He is actively engaged in nanomaterials research in his affiliation with NCSU Department of Chemical and Bimolecular Engineering, where parts of his duties are to direct graduate student research and help in the preparation of their research reports for publication. Dr. Andrady has an established history of successfully providing a variety of reports and also completing short projects on US military rations and ration packaging for the NSRDEC for over the past 14 years. For example, he has provided several reports related to ration packaging in which several different advanced, state-of-the-art technologies were identified and some related follow-on studies were conducted. Among these reports is a comprehensive assessment of the market availability and potential applications of Printed Electronics in military rations packaging. Dr. Andrady has also researched, obtained, and conducted evaluations of relevant printed electronics components during the course of a feasibility study for the NSRDEC. Helix Science LLC has also prepared confidential assessment and research reports to private industry clients. In addition, Dr. Andrady has conducted research in nanotechnology and authored a book in 2008 entitled, The Science and Technology of Polymer Nanofibers (John Wiley & Sons). This knowledge is essential for a report containing information and assessments of smart indicator technologies, their availability, maturity, and applications to ration packaging systems and components. DESCRIPTION OF THE MARKET RESEARCH THAT WAS CONDUCTED AND THE RESULTS OR A STATEMENT OF THE REASON MARKET RESEARCH WAS NOT CONDUCTED: Internet searches, professional contacts, lSI Web of Knowledge, Dissertation Abstracts on-line, and ArticlesFirst database were used to search this technology research area. No other sources were found that could provide this report in accordance with NSRDEC requirements. ANY OTHER FACTS SUPPORTING THE USE OF OTHER THAN FULL AND OPEN COMPETITION: Helix Science LLC is a small business and women-owned business. A STATEMENT OF THE ACTIONS IF ANY THAT AN INTERESTED PARTY MAY TAKE TO REMOVE OR OVERCOME ANY BARRIERS TO COMPETITION BEFORE ANY SUBSEQUENT ACQUISITION FOR THE SUPPLIES OR SERVICES REQUIRED: Information received will only be considered for future acquisitions.
