Description
AMENDMENT 1. PURPOSE OF AMENDMENT: The purpose of this amendment is to provide an update on the status of the contemplated acquisition. Information provided herein may be used by prospective offerors for planning or other purposes as they see fit. Prospective offerors are cautioned that information contained in the announcement, as amended, is subject to further changes or revisions. COMPETITION: Based on evaluation of capabilities statements submitted by small businesses in response to predecessor announcement FA8601-08-R-0066 and other factors known to the Government as of this date, it has been determined that the requirement will be acquired using full and open competition. The contemplated acquisition will provide for small business subcontracting opportunities IAW FAR Subpart 19.7 - The Small Business Subcontracting Program. Additional information regarding competition and small business participation may be included in future amendments to this announcement and will be included in the final solicitation. CONTACT WITH GOVERNMENT PERSONNEL/GOVERNMENT PERSONNEL ATTENDING CONTRACTOR SPONSORED GATHERINGS : We must conduct the acquisition of Logistics Support Services and all other acquisitions in a manner that is above reproach and, except as authorized by statute or regulation, with complete impartiality and with preferential treatment for none. In order to maintain the integrity of the process, we will strictly avoid any conflict of interest or even the appearance of a conflict of interest. Access by any firm to members of the Government's acquisition team or visits by members of the Government's acquisition team to an event put on/sponsored by a prospective offeror may give the appearance of a conflict of interest. Therefore, contact by a prospective offeror with a member of the Government's acquisition team shall be limited to the Procuring Contracting Officer or the Point(s) of Contact specified in the announcement. In addition, all members of the Government's acquisiton team respectfullly declines any invitation received to attend any event put on/sponsored by a prospective offeror. TENTATIVE ACQUISITION SCHEDULE: The milestones below take into consideration the scope, complexity, estimated price range, and clearance/approval levels relative to the requirement, as currently described in the announcement. •A. Release of Draft RFP - 12 Nov 2009 (under solicitation FA8601-08-R-0066) •B. Release of Formal Request for Proposal - 28 Jun 2010 •C. Site Visit - 7 July 2010 •D. Receipt of Proposals - 28 July 2010 •E. Source Selection Decision - 23 December 2010 •F. Contract Award - 30 December 2010 •G. Start of Transition Period - 1 January 2011 •H. Start of First Performance Period - 1 February 2011 Based on the estimated award date, the Government may need to execute an additional extension or award a bridge contract. ADDITIONAL INFORMATION: Again, information contained in the announcement and its amendments are subject to change. Subsequent amendments may be issued as required. More definitive information regarding acquisition strategy, source selection technique, i.e. lowest price technically acceptable, price performance tradeoff or full tradeoff will be included in the final RFP.
