Description
Attached is an electronic Request for Proposal (RFP 10-07) to Conduct a Planning Study for the 2012 Survey of Public Participation in the Arts. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in the attachment. This announcement constitutes the only solicitation and a written solicitation will not be issued. The applicable numbered Notes for this requirement is Numbered Notes 1, which states that this proposed contract is 100% set aside for small business concerns. The National Endowment for the Arts invites contractors to submit a proposal for services described in the attached statement of work. Enclosed you will find a Statement of Work to Conduct a Planning Study for the 2012 Survey of Public Participation in the Arts. Please submit your price and technical proposal by April 15, 2010 at 5:00 p.m. (EST). This RFP in no way obligates the U.S. Government to award a contract, nor does it commit the U.S. Government to pay any cost incurred in preparing and submitting your proposal. This is for a 15 months period. The precise period of performance will be determined at the time of award. RFP's will be received in the following manner: via regular mail and hand carried. Courier or Overnight Mail Service may also forward proposal to the attention of the undersigned at NEA. Hand-Carried and Mailing Address: 1100 Pennsylvania Ave NW, Suite 618, Washington, DC 20506, Attention: Latonca Harris. Also via E-mail to HARRISL@ARTS.GOV. Proposals that are faxed will not be accepted. Proposals must be received by the closing date and time stated above. Clearly, specifically, and concisely provide the company name, address, contact person, and telephone number. All Proposals shall reference: RFP 10-07 on the front of the package/page. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-38.
