- Question and Answer regarding this Special Notice posting: Vendors are requested to hold all questions until the combined synopsis/solicitation is issued. **Additional questions received in response to this Special Notice will not be answered.** Q: Is this project considered a new requirement? A: There currently no contract in place for combatives instruction services. NSWCEN has purchased services for combatives instruction in the past, so the type of instruction is not a new requirement in that sense. The combined synopsis/solicitation that is pending will have revised requirements from any previous contract. NSWCEN had posted two solicitations with the intent to contract for combatives services; however both solicitations had to be cancelled due to considerable changes in the requirements of the Government that rendered these two solicitations invalid. Solicitation H92240-09-R-GN47 was cancelled in its entirety in AUG 2009. Solicitation H92240-10-R-0008 is pending official cancellation; notice will be posted by the Government regarding this cancellation. In both of these cancelled solicitations the Government identified the incumbent as Dieter's Close Quarters Defense, Inc.
