- The Federal Bureau of Investigation intends to award a succeeding lease using other than full and open competition to the incumbent lessor Pin Oak Properties, LLC for approximately 48,372 contiguous rentable square feet (rsf) of office space and 106,800 rsf of warehouse space and minimum of 235 parking spaces in White Hall (formerly known as Fairmont), West Virginia. The lease term is for a firm four (4) years with one year option period. An extensive market research was conducted and found that there was no potential source available in the delineated area (North-Fairmont, WV, South-Quiet Dell, East-Harrison and Taylor County lines and West-Wilsonburg) that could provide the contiguous square footage of space needed. Therefore, the Government has made a determination to proceed on a sole source basis to remain at its current location. In addition, a cost-benefit analysis demonstrated that it would not be economically advantageous to relocate to another facility due to the substantial relocation costs (i.e., physical move costs, replication of tenant improvements, telecommunications infrastructure, life and fire safety standards, security requirements and non-productive agency downtime) that would be incurred and not recovered through competition. Lastly, due to the fact that the Government intends to vacate this space and permanently relocate to a new constructed facility in approximately 2014, it would not be cost effective to the Government to relocate to another facility and incur duplicate relocation costs as listed above in order to become operational for a short period of time.
