Description
Department of Veterans Affairs, Office of Construction and Facilities Management (CFM), Washington, DC is issuing this Sources Sought to identify potential small, bondable, and experienced businesses such as: (1) Service-Disabled Veteran Owned Small Businesses (SDVOSB): (2) Veteran Owned Small Businesses (VOSB); (3) 8(a) contractors, (4) HUBZone Small Businesses, (5) Women Owned Small Businesses (WOSB), (6) and/or Small Disadvantaged Businesses (SDB) that are capable of meeting this construction requirement. The construction need is relative to Project No. 915CM2003 entitled Abraham Lincoln National Cemetery Phase 2 Gravesite Expansion & Cemetery Improvements. This project will provide approximately 11,000 double-depth pre-placed concrete lawn crypts, 2,500 in-ground cremains garden niches, and 6,500 columbarium niches. The project will develop approximately 20 acres to include access roads and parking in newly developed sections; roadways, parking, and walkways will be improved throughout the existing cemetery. Improvements to the existing cemetery will also include drainage improvements to correct existing burial groundwater issues; landscaping, reforestation, and regrading to buffer project area from adjacent industrial land use; grading, drainage, fencing, and ornamental landscaping; new irrigation system and enhancements to the existing irrigation system; improvements to the existing deep well system (for irrigation); main entrance area wall, gate, and signage improvements; new site furnishings in newly developed sections and replacement of site furnishings in existing cemetery; demolition of the former Army office building (including asbestos and lead abatement) and paving; permanent public assembly area accessibility improvements; enhancements to four existing committal shelters; widening of vehicle thoroughfares, enhancements to existing cortege staging lanes, and provision of short-term parking at Public Information Center; enclosure of breezeway at Public Information Center; HVAC and insulation/energy improvements at Honor Guard Building; connection of existing cemetery buildings to city domestic water supply system; improvements, including handicapped accessibility, to existing buildings; replacement of existing vehicular building over Grant Creek; wetlands preservation and mitigation; energy improvements in existing buildings; and Global Positioning System (GPS) site integration. The estimated cost range for this project is between $20,000,000 and $50,000,000. The applicable North American Industry Classification System (NAICS) is 237990 and the small business size standard is $33.5 Million. The award of a firm fixed-price construction contract is anticipated. Interested bondable small businesses having the skills and capabilities necessary to perform the stated requirements are invited to provide information to contribute to this sources sought announcement. Responses must include the following information: (1) Company name, address, point of contact with phone number and e-mail address; (2) Business size determination and qualifying small business status; (3) Bonding capacity (from surety); and (4) Construction experience of similar projects in size, scope and dollar amount (minimum 3).
