Description
The Social Security Administration (SSA) requires the services of contractors to provide medical consultant services. The government intends to award Blanket Purchase Agreements (BPA) as a result of the solicitation. The Center for Disability (CD), SSA utilizes the services of physicians, psychologists and speech/language pathologists to review disability claims. This acquisition is specifically for contractors in the specialties of internal medicine/general practice, psychology and psychiatry. Contractors will assess and document impairment severity in SSA disability claims. Contractors are required to perform most case processing at a computer terminal. Medical records and case folder documentation is viewed, processed, and stored electronically. Interaction with disability reviewers, adjudicators, medical providers and other staff is required. There is no contact with the claimant nor is there clinical responsibility. New medical consultants (those not currently under contract to provide these services to the SSA) will be required to participate in an orientation program which is intended to enable the contractor to attain and achieve SSA's performance expectations. These consultant services will include providing oral and/or written consultations resulting from reviews of SSA disability case files, consulting with SSA medical policy staff and/or training other medical consultant contractors. No patient contact will be involved. The contractor will receive caseload assignments and record the results of their reviews and evaluations electronically and use the computer to complete a variety of forms online, to read internet medical and SSA policy resources and to type narrative analyses. The contractor(s) must have the necessary computer skills to view and input electronic case information. The services will be performed at the Social Security Administration Regional Office located at 1301 Young Street, Dallas, Texas. Some travel may be involved. This acquisition will be for commercial services prepared in accordance with Federal Acquisition Regulations (FAR) Part 12 and will be conducted using simplified acquisition procedures in accordance with FAR Part 13. All potential contractors/BPA awardees will be required to pass security suitability requirements before beginning performance. To be eligible for award, offeror must be board certified and registered in the Central Contractor Registration database prior to award of a BPA. To register, go to www.ccr.gov and you must have a DUN and Bradstreet number and Tax Identification Number (TIN) to begin registration. Offerors must have: (1) a valid license/credentials certification to practice medicine in any one of the fifty United States, the District of Columbia, or Puerto Rico; and (2) be available for onsite work between the hours of 6:00 a.m. and 6:00 p.m. Monday through Friday. The period of performance will begin approximately June 1, 2010 or date of award, whichever is later, thru December 31, 2010 with four ordering periods. The solicitation is scheduled for release on or about March 29, 2010. This requirement is a 100% small business set aside. The North American Industry Classification System Code (NAICS) for medical specialties is 621111 and the size standard is $10.0M. The NAICS Code for Psychiatry/Psychology is 621112 and the size standard is $10.0M. Offers received from other than small business concerns will be deemed unacceptable and will be given no further consideration. NOTE: TEXAS LAW PROHIBITS ANY ARRANGEMENT (CORPORATE PRACTICE OF MEDICINE) IN WHICH A NON-PHYSICIAN EMPLOYS A PHYSICIAN TO PERFORM MEDICAL SERVICES ON A SALARY BASIS AND ITSELF RECEIVES PAYMENT FOR THE SERVICES RENDERED. The solicitation (and any amendments) will be available for downloading on the Fed Biz Ops (FBO) web page at www.fbo.gov on or about the solicitation release date.
