- Under the authority of 10 USC 2304(c) (1); implemented by FAR 6.302-1, Commander United States, Army Contracting Command CECOM Contracting Center (CECOM-CC), intends to award a modification to provide supplies and services needed to establish an organic depot maintenance capability for the KIV-77 Remote form Factor (RFF) for contract W15P7T-04-C-K402 to Raytheon Company, 1300 E. Joppa, MD 21286. The current contract for which this notice is issued, is a eight-year System Acquisition Contract Maintenance contract on a Cost-Plus-Fixed-Fee, Firm-Fixed Price, and Time and Material type that was awarded in October 2003 on a competitive basis, for System Development and Demonstration (SDD) program to design, develop, test, and integrate a new Air Defense Mark XIIA and Mode S Identification Friend or Foe (IFF) Interrogator, hereafter referred to as the Air Defense Interrogator, for the PATRIOT, Sentinel, ATNAVICS, MEADS, JLENS, MANPAD, Avenger, and Linebacker platforms program. Raytheon Company is the only contractor, who possesses the expertise and operational knowledge that can continue this vital support. This is not a request for proposals, however interested parties may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:00 p.m. Eastern time, 31 March 2010. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. However, all qualified responsible sources may submit an offer which shall be considered by the agency. The government will not reimburse for documents submitted in response to this presolicitation notice. All questions pertaining to this action shall be directed in writing via email to Marjorie Roberts, Contract Specialist, Marjorie.roberts@us.army.mil. Concurrent copies of questions shall be sent via email through the Contract Specialist addressed to the Contracting Officer, Mr. Mo Qaddoumi, mo.b.qaddoumi@us.army.mil. Interested parties may submit their capabilities in response to this requirement within fifteen (15) business days of this announcement. This information must be clear and unambiguous and should contain enough substance to be deemed relevant.
