Description
DEPARTMENT OF VETERANS AFFAIRS NETWORK 22 LOGISTICS OFFICEJUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION FAR 6.302-1, 41 U.S.C. 253 (c) (1) "PATHOLOGIST SERVICES" 1. Agency and Contracting Activity Identification: The Network 22 Logistics Office, 5901 E. 7th Street, Long Beach, California, as requested by the VA Southern Nevada Healthcare System (VASNHS), will enter into a service contract that requires justification for other than full and open competition. 2. Nature of Acquisition Being Approved: Sole source contractor shall provide a Pathologist for the VASNHS under the terms and conditions of a service contract. 3. Description of Requirement: VASNHS is requesting a sole source service contract from APL Quest. The period of performance is April 1, 2010 through March 31, 2013. The estimated for cost for the system is $54,000 for a base year plus two option years. 4. Statutory Authority Permitting Other Than Full and Open Competition: The service is being procured under the authority of 41 U.S.C. 253 (c) (1), FAR Part 6.302-1 (c) (1). 5. The Nature of the Acquisition Requires Use of the Authority Cited: VASNHS is requesting a sole source contract from Quest Diagnostics of Las Vegas. The Contractor shall provide a part time Pathologist for representation at the monthly Medical Executive Board at VASNHS and at the monthly Tumor Board. This requirement is in conjunction with services already provided by Quest Diagnostics which is relevant to anatomic pathology tests. Each case study completed by Quest Diagnostics is reviewed and presented for the discussion at the Tumor Board. These oversight services represent approximately twenty (20) hours of Pathologist services per month with the Medical Executive Board and the Tumor Board. 6. A Description of Efforts Made to Ensure That Offers From as Many Potential Sources As Practicable and Whether a Notice Will Be Publicized. See item Number 5 above. A notice was transmitted to the GPE (FedBizOpps) from February 4 through February 17, 2010 and I received no responses. 7. Anticipated Cost: The anticipated cost should be fair and reasonable to the government based on the using service estimate, and historical prices. 8. Results of Market Survey: Market research information was also obtained through the GSA website before this procurement was posted on www.fedbizopps.gov. APL Quest is not on the Federal Supply Schedule and is currently in the process of obtaining a contract through the National Acquisition Center. See Item Number 5 above. 9. Any Other Facts Supporting the Use of Other Than Full and Open Competition: None. See Item Number 6 above. Any Other Interested Sources? There are no other sources that expressed in writing an interest in the service. 11. A Statement of the Actions, if any, the Agency May Take To Remove of Overcome Any Barriers to Competition Before Any Subsequent Acquisition is required: The anticipated life of this service is three years or at the completion of the new hospital. The new hospital shall be built in 2012, and a Pathologist shall be hired to fulfill the requirement. In order to overcome barriers to competition, the Government shall hire a Pathologist to fulfill this need. 12.
