- JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITIONDEPARTMENT OF VETERANS AFFAIRS MEDICAL CENTER NEBRASKA-WESTERN IOWA HEALTH CARE SYSTEM DATE: March 2, 2010 PROJECT TITLE: Stairwell Project, Grand Island VAMC SOLICITATION: VA-263-10-RP-0130 CONTRACTOR: JPE, Inc. 10305 N Street Omaha, NE 68127-1928 GOVERNMENT ESTIMATE: $45,014.40 PROJECT DESCRIPTION: The Department of Veterans Affairs Medical Center, Omaha, NE, requires the refinishing of the Stairwell walls. This will require removing all old plaster and applying new plaster that will prevent further pealing and cracking. AUTHORITY FOR SOLE SOURCE JUSTIFICATION: FAR 6.302-5(b)(6), Authorized or required by statute. JUSTIFICATION 38 U.S.C. 8127 provides authority to the Department of Veterans Affairs to engage in sole source acquisitions with Service Disabled Veteran Owned Small Businesses (SDVOSB) and Veteran Owned Small Businesses (VOSB). Per FAR 5.202(a)(4), a synopsis is not required. JPE, Inc. is listed online at vetbiz.gov; no additional market research was conducted. JPE, Inc. is an experienced healthcare facility construction contractor with the experience, equipment, and personnel and stable of subcontractors to satisfactorily accomplish this project in a timely and cost effective manner. JPE, Inc. has a long history of excellent performance at the Omaha VAMC, Nebraska. They consistently provide proposals that are competitive with the Government Estimate and other SDVOSB contractors in past SDVOSB set-aside solicitations. APPROVAL This procurement action is necessary and I certify that this justification is accurate and complete to the best of my knowledge and belief. Base upon the above justification I hereby conclude this contract action is authorized and appropriate pursuant to 41 U.S.C. 253(c)(5) and FAR 6.302-5(b)(4). // Electronically signed // GREGG R.
