- Statement of Work This is a Request for Quotation prepared in accordance with FAR Part 13, as supplemented with additional information included with this notice. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; A SEPARATE WRITTEN SOLICITATION WILL NOT BE ISSUED. QUOTES ARE BEING REQUESTED. The Centers for Medicare and Medicaid Services intends to award on a sole source basis, under Simplified Acquisition (threshold of $100,000) a project to develop CHIP outreach video and materials targeting American Indian and Alaska Native populations in accordance with the attached Statement of Work to Two Feathers Management, 142 Big Tree Lane, Canton, NC 28716-8501 Naics code 512110. CMS requires video production services for outreach and enrollment of (AI/ANs) in the Medicaid and Children's Health Insurance Program Reauthorization Act; provision had a significant impact on the Indian Health care system. This video programming is designed for tribal community education targeting potentially eligible AI/ANs and Tribal Leaders to enhance Indian Health Service, Tribal and Urban Indian providers' outreach activities. The contractor must be able to convert technical programmatic language into messaging targeting the health insurance lay person in the American Indian Alaska Native community. Completing this task requires knowledge of the Medicaid and CHIP programs as utilized in the Indian health care system, knowledge o f AI/AN perceptions of CMS programs, ability to explain the new provisions to the target population, and ability to develop effective messages to motivate eligible individuals to take actions. In addition, the video program itself should incorporated AI/AN population. This product will be incorporated into AI/AN outreach toolkit and used by grantees be awarded CMS funding April 15, 2010. In addition to demonstrated ability to explain CMS programs to AI/AN populations and providers, the contractor must have the trust of the AI/AN community to gain access to members of the community, key leaders and tribal leaders has proven effective in increasing receptiveness to taking action. In terms of the video production itself, contractor must have proven ability to develop treatments, write scripts, film and produce high quality video products about CMS Medicaid and CHIP programs. The contractor must also have the ability to conduct focus groups for message development and demonstrated insight into Tribal diplomacy in gathering feedback from Tribal Leaders. All responsible sources may submit capability statement, which shall be considered by the agency in accordance with the requirements in the synopsis.
