Description
The Norfolk District, Corps of Engineers is contemplating a combination firm fixed price/IDIQ Contract to provide preventive maintenance and repair services for Domestic Dependent Elementary and Secondary Schools (DDESS) located at Ft. Bragg, North Carolina; Ft. Benning, Georgia, Ft. Rucker, Alabama, Maxwell AFB, Alabama, Ft. Stewart, Georgia, Beaufort MCAS, South Carolina and Ft. Jackson, South Carolina. It is anticipated that additional locations will be added in the near future. The Government anticipates the award of one to three contracts for these locations to sources experienced in HVAC, Direct Digital Controls and mechanical systems maintenance and repair. The proposed Contract will consist of a one year base period with four option periods. Contract(s) will be awarded based on Price and Non-Price evaluation factors. Non-Priced factors are significantly more important than price. Non-Price factors include documented Past Performance; Past Relevant Experience in the maintenance of building systems; a submitted Management plan; Technical Ability of staff and Technical Approach. Price proposals will be evaluated based on submitted maintenance cost, cost of individual trade employees, overhead cost, implementation cost. We are requesting that all interested and qualified firms respond to this sources sought with a capability statement similar to your marketing package used in everyday business. At a minimum include : (1) how your company is uniquely capable and qualified to handle tasks associated with preventive maintenance and repair of systems described above; (2) summarize your past performance on projects completed which included work identified above; (3) bonding; provide your bonding capacity per contract. The Government will utilize this information in determining an acquisition strategy. Your capabilities statement must be submitted in writing to the U.S. Army Corps of Engineers, Norfolk, ATTN: Lynn M. Tanno, Contracting Office, 803 Front Street, Norfolk, VA 23510. The capability statement must be submitted no later than March 31, 2010. Limit capability briefing package to 10 pages. This sources sought should not be construed in any manner to be an obligation of the U.S. Corps of Engineers, Norfolk District to issue a contract, or result in any claim for reimbursement of costs for any effort you expend responding to this request.
