Description
This is a Sources Sought Synopsis. For Air Traffic Services at North Fort Hood, TX (NFHTX) used for in conducting market research to identify small businesses capable of providing air traffic control service. This is not a solicitation nor does it guarantee a solicitation will be issued. This is a request to determine whether or not any businesses are capable of providing this service. The services will be for one base year and two option years (one 12-month base period, and 2 12-month option periods). THIS RFI IS NOT A REQUEST FOR PROPOSAL. It is a market research tool (FAR Part 10) being used to determine potential small business firms capable of providing the services described herein prior to determining the method of acquisition. It is also a tool to get feedback on the requirement, detailed in the DRAFT Performance Work Statement (PWS). Feedback is encouraged and appreciated. Information Sought: Interested companies are encouraged to respond to this announcement as soon as possible with a notice of interest and follow up with complete response information. In the complete response, companies should provide a summary of their capabilities and their expected ability to provide services outlined with the attached performance work statement (PWS). Responses should include: Capability statement (short synopsis) demonstrating ability to complete the project; and details of similar contract completed (include description of project; company/agency name; dates of performance; contract amount; and Government contract number if applicable). Qualified businesses should submit their capabilities and qualifications to perform the effort in writing to the identified point of contact. Oral communications ARE NOT acceptable in response to this notice. Sources should include in their information a detailed capabilities statement stating their experience within the past three years of same or similar work described in this notice, a point of contact with a phone number and e-mail information, business status, business size based on NAICS 488111, and a positive statement of interest to submit a proposal. If you are a small business, also state if you qualify under any of the sub-categories, such as small disadvantaged business, woman owned business, HUB zone small business, service disabled veteran owned small business and HBCU/MI. If you are a large business, state what your actual percentages and dollars are in subcontracting to small businesses and all sub-categories. Contractors may also add statements regarding their interest in participating in this acquisition with other firms as team members or joint ventures. Additional industry comments and suggestions, and/or marketing materials are also welcome. Any resultant contract will be a Firm Fixed Price contract. The NAICS Code is 488111. Questions regarding this Sources Sought Notice should be received via email only not later than close of business (4:00 p.m. CST) on 22 Mar 2010. Final capabilities statements must be received via email, mail, or personal delivery, not later than close of business (4:00 p.m. CST) on 26 Mar 2010. Timely submission of any questions and/or documents remains the responsibility of the contractor, not the government. In order to receive an award from any resultant solicitation, should one be issued, the successful offeror must be Central Contractor Registered (CCR). The CCR website is http://www.ccr.gov/. The successful offeror must also have an active Online Representation and Certification Application (ORCA). The ORCA website is http://orca.bpn.gov/. Please note that official information concerning this acquisition will be provided only by the Contracting Officer or the Buyer. Any information received from other sources should be relied upon as official acquisition information. Submission of any information in response to this Sources Sought Notice is completely voluntary, and shall not constitute a fee to the government.
