- ERDC Contracting Office intends to solicit on a sole source basis under the authority of FAR 13.5 to SCHAMERHORN CONSTRUCTION, INC., 10443 Hwy 8, Leesville, LA 71446. This procurement is being conducted under Simplified Acquisition Procedures --- only one responsible source and no other supplies or services will satisfy agency requirements. Schamerhorn, Inc. is the only known source capable of meeting the Governments requirements due to the unique capability to provide the required backfill material needed to construct test bed roadways @ Range 19, Fort Polk, LA. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than Monday, 23 January 11:00 A.M., CST. Such capabilities/qualifications will be evaluated solely of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. No RFP will be issued based upon this Notice of Intent. Interested parties may submit any information for consideration by the Government to ellaine.r.james@usace.army.mil with solicitation number referenced in the subject line. Scope of Work: Field experiments in support of the Joint Improvised Explosive Device Defeat Organization Hard Impact Program at Fort Polk, LA. During the course of these experiments, up to 2,000 cubic yards of select backfill material will be needed to construct test bed roadways. This backfill material must meet specific physical characteristics, specifically gradation and amount of fines present, in order to ensure consistency between experiments. Schamerhorn Construction, Inc., a small business has been identified as a source that is capable of meeting both the physical characteristic specifications and quantity for backfill material. The soil identified for use in the Hard Impact Program is available from one of Schamerhorn's pits and has already been characterized by the ERDC Soils Laboratory.
