- CFP Document The Department of Homeland Security (DHS), Office of Procurement Operations (OPO) is soliciting proposals for the Domestic Nuclear Detection Office (DNDO) under this Call for Proposals (CFP) for Exploratory Research (ER) that directly supports the DNDO mission. This CFP solicits proposals in the area of Nuclear Detection Technology that may lead to a dramatic improvement in national capabilities in nuclear/radiological detection, verification, and forensics. For this CFP, the Government encourages proposals from the following types of organizations which could serve as the prime contractor: National Laboratories, Federal Government Laboratories, National Agencies, Federally Funded Research and Development Centers (FFRDCs), Federal Government Activities, Federal Agencies, and University Affiliated Research Centers (UARCs). Prohibited from serving as prime but encouraged to participate as sub-contractors for this CFP, when appropriate, are private industry, academic institutions, and non-profit organizations. Any organization that wishes to participate and/or submit a proposal in response to this solicitation must create an account at https://dndobids.dhs.gov before the due date and time established in this CFP, there will be no exceptions. It is very important to follow the registration instructions provided under Section 7 of the CFP. Registration is required before a proposal can be submitted. No phone calls will be accepted. The CFP will be issued via FedBizOps in electronic copy and via an email distribution to National Laboratories, Federal Government Laboratories, National Agencies, Federally Funded Research and Development Centers (FFRDCs), Federal Government Activities, Federal Agencies, and University Affiliated Research Centers (UARCs).
