RECOVERY EPA Region 10s ASARCO Cleanup North Tacoma/Ruston, WA THIS IS A SOURCES SOUGHT SYNOPSIS TO CONDUCT MARKET RESEARCH FOR DEVELOPING A PROCUREMENT STRATEGY FOR AN UPCOMING CONTRACT FOR THE ABOVE REFERENCED PROJECT. The purpose of this notice is to gain knowledge of potentially qualified small business, women-owned small business, 8(a), Service-Disabled Veteran Owned Small Business (SDVOSB), or HUB Zone prime contractor business sources to complete the remediation effort. This is not a request for proposal and in no way obligates the Government to award any contract. Responses to the Sources Sought Synopsis should be received as soon as possible but no later than 2:00 pm (Pacific Time) on 5 April 2010. The responses should be forwarded to the attention of Francis Eugenio, Contract Specialist to Seattle District Corps of Engineers, Attn: CECT-NWS Attn: Francis Eugenio, 4735 East Marginal Way South, Seattle, WA 98134-2388. Only HARD COPIES accepted. A solicitation is currently not available. The ASARCO Smelter located in Ruston, WA was operated from 1890-1985. Arsenic and lead deposition from the smelter resulted in the contamination of greater than 1,800 housing units in North Tacoma. Remedial activities for these housing units began in 1993. This project will provide resident coordination, sampling, and remediation support for EPA for an approximately 150+ potentially contaminated resident yards in Tacoma, WA. The project shall be completed approximately four (4) months after notice to proceed is given. The magnitude of construction is between $1 million and $5 million The North American Industry Classification System (NAICS) code is 562211, Hazardous Waste Treatment and Disposal. For the purposes of this procurement, a concern is considered a small business if its annual average gross revenue, taken for the last 3 fiscal years, does not exceed $12.5 million SUBMISSION REQUIREMENTS: The responses shall be no more than 6 pages and only hard copies will be accepted. Response to this sources sought shall include company name, address, DUNS number, CAGE number, and point of contact. The response shall also identify if the company is a small business, women-owned small business, 8(a), Service-Disabled Veteran Owned Small Business (SDVOSB), or HUB Zone. The responses shall address the following questions/points in the order listed below. 1)The contractor shall demonstrate the ability to place multiple teams in the field to be able to accomplish yard remediation for approximately 150 residential yards in approximately 4 months. Briefly describe two projects. 2)The contractor shall demonstrate the ability to bond a $5 million project. Please provide a bonding letter. 3)Contractor shall have demonstrated history of working on contaminated sites with soil remediation and removal. Briefly describe two projects. 4)Contractor shall have a demonstrated history of working with public scrutiny of remediation. Briefly describe two projects. 5)Contractor shall have demonstrated the ability to document remediation before, during, and after remediation. Briefly describe two projects.
