FOR MORE INFORMATION CONTACT:Randy Stampone, Weapons System Manager, 732-532-5631 This is a SOURCES SOUGHT MARKET SURVEY. THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. REQUESTS FOR A SOLICITATION WILL NOT RECEIVE A RESPONSE. Any information submitted by respondents to this synopsis is strictly voluntary. This market survey does not constitute a Request for Proposals (RFP) or a request for sealed bids (IFB), nor does its issuance restrict the Government as to its ultimate acquisition approach. The Government will neither award a contract solely on the basis of this notice, nor pay respondents for any information that they submit in response to this Sources Sought request. The United States Army CECOM LCMC is conducting this sources sought market survey to determine price and availability (P&A) from potential sources capable of fulfilling a Foreign Military Sales (FMS) requirement as follows. This scope of work is to transition existing Very Small Aperture Terminals (VSAT) in Iraq to 15 WiFi exchanges identified to be established/installed throughout Iraq. The WiFi exchanges would tie in to existing fiber infrastructure at each identified location. The scope requires antenna installation on 15 identified telephone exchange towers in Iraq and then the transitioning of up to 150 neighboring VSATs to each installed exchange. This scope is for the installation labor and equipment related to the exchanges and the 150 Wi-Fi systems along with one year of operations and maintenance of the network to be conducted in parallel as the installation service are being conducted and completed. For purposes of pricing, ROMs should reflect the cost of performing responsibilities in Iraq, such as life support and security. Responses must include availability, lead times and the schedule stated in months after contract award for each identified task. All P&A should be itemized according to the following categories: Labor for a Site Survey and design documentation: Provide a ROM for all related labor and services costs in performing a site survey at locations throughout Iraq where the WiFi exchanges will be installed and commissioned. The Site Survey will require document deliverables with as-built drawings and a network and system design for a country-wide WiFi network. Labor to design and install 15 WiFi exchanges: Provide a ROM, regardless of location in Iraq, for all related labor and service costs in designing and installing 15 WiFi exchanges. This scope includes installing the antenna to the telephone exchange, connecting the local fiber backbone to the exchange and commissioning the exchange. Equipment for installing an exchange: Provide ROM for the equipment and material costs required for installing one exchange and extended cost for 15 total exchanges. Equipment composition must includes the Cisco Catalyst 3750 24-port switch, 4 1410 Wireless Cisco Bridge per exchange, 5.8Ghz Antenna kit, Antenna mount and all related ancillary equipment. Major end item ancillary equipment must be identified in the ROM. Costs of the warranty should be included in the ROM. The warranty period should also be stated. Labor to design and install 150 WiFi sites: Provide a ROM, regardless of location in Iraq, for all related labor costs in designing and installing 150 WiFi sites. This scope includes installing the antenna to the site building, connecting to the local switch, transitioning/engineering each VSATs to each neighboring exchange (150 total Iraq-wide), and commissioning the site. The ROM should be presented as labor per VSAT/WiFi site with an extended cost for 150 VSAT/WiFi locations. Equipment for installing a WiFi site: Provide ROM for the equipment and material costs required for installing one site and extended cost for 150 sites. Equipment includes the Cisco Catalyst 3750 24-port switch, 1 1410 Wireless Cisco Bridge per sites, 5.8Ghz Antenna kit, Antenna mount and all related ancillary equipment. Major end item ancillary equipment must be identified in the ROM. Costs of the warranty should be included in the ROM. The warranty period should also be stated. Operations and Maintenance: Provide a ROM for the operations and maintenance of the entire exchange network for a 12 month period beginning from when the first exchange is commissioned. Classroom training: Provide a ROM for classroom Operations and Maintenance Training for 20 students. All course material need to include an Arabic translation. Spares: Provide a ROM for the procurement of spares for the end user. A list of spares should accompany the ROM. ROM pricing should include all the necessary transportation and administrative costs associated with shipping equipment to Iraq.
