Description
Draft SOW Purpose: The Social Security Administration (SSA) is conducting market research to identify organizations capable of providing such Logistics Automated Information Systems. Background The Office of Supply and Warehouse Management (OSWM) at the Social Security Administration (SSA), administers the agency's supply management program. OSWM is interested in replacing its automated supply management system with a modern system, and receiving system installation, data migration, training, and maintenance support. The new system will support OSWM and its 1,300 nationwide customers. OSWM consists of the Center for Warehouse and Logistics Services, the Center for Supply Management, and the Information Technology Staff. The Center for Warehouse and Logistics Services ( CWLS) directs activities associated with supply distribution, warehousing, freight management, transportation, equipment repair, carpentry, and mover and other labor services. CWLS performs the following: •· Manages seven SSA warehouses (6 in Baltimore, Maryland and 1 in Durham, North Carolina) that receive, store, and issue forms, publications, supplies, and furniture for the agency. On average, CWLS processes approximately 53,863 sales order receipts annually to SSA components located at Woodlawn, MD. •· Processes supply requests and delivers approximately 192,243 items annually to field offices located across the nation. Field offices place electronic orders and CWLS pulls, packs, and ships the orders in less than 10 days to field offices located at approximately 1,300 locations across the United States. CWLS processes requests the same day from SSA offices located at the Headquarters' complex in Woodlawn, MD, and delivers to these offices within 24 hours. •· Provides general labor and office moving services for SSA Headquarters and Washington, D.C. components. CWLS is comprised of five sections: •· Equipment Services and Repair Team - repairs and maintains furniture for SSA Headquarters' components, and provides locksmith and carpentry services. •· Freight Office - procures common carriers and other transportation services for domestic and overseas movement of freight. •· Supply Distribution Operations - processes orders and delivers forms, publications, and supplies to agency components. •· Warehouse Operations Team - receives and stores agency's forms, publications, furniture, and supplies. •· Transportation Team - transports SSA personnel and manages the agency's fleet of vehicles. CSM directs the agencies supply management program and administers major distributions of forms, pamphlets, and supplies. CSM is comprised of two sections: •· Requisition and Quality Control Team (RQCT) - processes regular and emergency orders for SSA offices and private sector organizations. In addition, RQCT addresses questions from the field pertaining to the requisitioning of supplies, forms, publications. In addition, RQCT performs quality control and assurance functions. •· Supply Management Team (SMT) - performs inventory management for over 2,000 line items of forms, publications, and office supplies. The Information Technology Staff (ITS) provides information technology support. ITS ensures future IT systems, plans, and acquisitions conform to overall agency requirements. In addition, the ITS help desk is the initial point of contact for technical problems related to the agency's Logistics Automated Information Systems (AIS). ITS is comprised of six functional areas: •· Database Administration •· Application Administration •· Network Administration •· Help Desk Support •· Software Engineering •· Information Technology Security. The information technology environment is as follows: •· MS SQL Server 2005 •· Open Database Connectivity (ODBC) Data Transfer occurs to and from Host system •· Microsoft XP Professional, VISTA, and Windows 2003 Server •· Intermec PM4I, Intermec 3400B and Lexmark T644 printers, and Intermec Mobile Scanners •· Intermec Mobile Scanners support industry wireless standard 802.11i/WPA2 security by facilitating FIPS 140-2 AES-CCMP encryption. Note: WPA2 and 802.11i are sometimes used interchangeably •· Wireless radio selection 802.11g provides 54Mbs by using the 2.4 GHz band •· EAP-TLS (certificate-based authentication) is used to provide mutual authentication between the client and the authentication server. The U.S. Treasury issues X.509 digital certificates. •· Encryption AES-CCMP - standard 128-bit encryption used by WPA2. •· A Canoga Perkins 2262 T1 Fiber Optic Modem connects the command and control element of OSWM to all of its warehouses with the exception of one. A Verizon circuit connects Headquarters' element to one warehouse. Response Instructions: SSA is requesting any responsible organization that feels it has the capabilities and resources to meet the requirements listed within the Draft Statement of Work (SOW) to respond in writing. SSA is accepting questions, concerns, and/or suggestions related to the Draft SOW. Interested parties shall respond by email to aminta.freeman@ssa.gov no later than March 30, 2010. Telephone calls regarding this matter will not be accepted, nor will they be returned. Faxed information will not be permitted. All responses shall be marked DRAFT SOW. NO FORMAL SOLICITATION IS BEING ISSUED AT THIS TIME, and the Government does not intend to pay for the information submitted. This information will be used in SSA's assessment of capable sources. Respondents will not be notified of any evaluated results from the data received. Respondents should indicate whether their products and services are available on GSA Federal Supply Schedules or any other Government-wide Agency Contract (GWAC).
