Description
CT A&AS Amendment (2). ******Amended RFP and Final RFP Q&A ia attached. The Government will provide the amended DD254 as soon as it becomes available. ***The Government responses to industry question are being finalized. The Government intends to have the answers and amened RFP posted to this announcement by COB Friday 12 March 2010. The Due date for proposals is changed to 26 March 2010 at 1 PM EST. (See Acquisition Schedule below) **The Final CTR A&AS RFP is posted. The attached 2 part PDF is the official CTR A&AS Solicitation. For convenience a word copy has been provided. The Official Solicitation takes precedence over any inconsistencies between the word and PDF version. All Questions and Comments related to the RFP and associated documents must be submitted on or before 03 March 2010 ***The Government intends to post responses to industry questions as soon the Government responses are ready to be publicized. Past Performance Forms attached. For convenience, word copies have been provided. The PDF copies of the Past Performance documents are consider the official version. ***None of the formatting or verbiage of the existing L-1 or L-2 documents may be altered or changed in any way, save to add space for answers provided to the government. Any discrepancy will be carefully considered in the review process. The Defense Threat Reduction Agency (DTRA), Cooperative Threat Reduction Directorate (CT), announces its intention to compete a requirement for Advisory and Assistance Services (A&AS). The DTRA mission is to safeguard America and its allies from weapons of mass destruction (chemical, biological, radiological, nuclear and high yield explosives) by providing capabilities to reduce, eliminate and counter the threat, and mitigate its effects. The mission of the CT program is to prevent the proliferation of weapons of mass destruction (WMD) and related materials, technologies and expertise from former Soviet Union (FSU) states. This includes providing for the safe destruction of Soviet era WMD, associated delivery systems and related infrastructure. The CT objectives are • Dismantle threat WMD and associated infrastructure; • Consolidate and secure threat WMD and related technology and materials; • Increase transparency and encourage higher standards of conduct; • Support defense and military cooperation with the objective of preventing proliferation, • Synchronize CTR activities with related U.S. Government and allied programs The purpose of this acquisition is to obtain professional advisory, management, and operational services necessary to support CT in its Cooperative Threat Reduction Program and associated mission areas. Required tasks may fall into the categories listed below or encompass other activities which directly support the CT mission. • Technical Support • Analytical and Planning Support • Program Management Support • Administrative Support The A&AS acquisition will be an unrestricted full and open competition, executed using FAR Part 15 Contract by Negotiation. The contract will be awarded to a single contractor, using FAR 15-101-1 Tradeoff Process, that represents best value to the Government. The basic contract will be Indefinite Delivery/Indefinite Quantity (ID/IQ) with an ordering period of five years. CT will obtain specific A&AS support through individually funded Task Orders, with a typical period of performance of one year. Task Orders will be Cost Plus Award Fee (CPAF), Cost Plus Fixed Fee (CPFF), Cost Plus Incentive Fee (CPIF), or Firm-Fixed Price (FFP). A Draft L (instruction, conditions and notices to offerors) and M (evalution factors for award) and the Statement of Objectives are attached for review and comments. Other draft sections of the RFP will be provided as they become available. After reviewing the attached documents, Contractors shall provide all Comments, Suggestion, and Questions to the POC by 1600 EST 16 December 2009. All Comments, Suggestions, and Questions, will be posted to this announcement along with DTRA responses and answers.
