Description
The U.S. Environmental Protection Agency (EPA) intends to negotiate, on a sole source basis, with University of California Davis, 1850 Research Park, Dr, Ste 300, Davis, CA 95618 to isolate and culture cytotrophoblast cells from six term human placentas. The cells will be exposed to microcystin LR over a range of concentrations based upon previously published in vitro work and reports of ambient human microcystin exposures.A quantitative evaluation chorionic gonadotropin secretion by immunoassay and an assessment of organic anion transport protein B (OATPB) OATP-B expression (OATP 1b3 in particular) by Western blot and RT-PCR will be performed. The University of California at Davis has developed and is currently using human placental trophoblast cells in a cell culture assay that evaluates cell function. The University of California at Davis has developed this assay system and used human trophoblast cell assay to screen potential environmental hazards to early pregnancy. There is no other known source using a trophoblast culture system with a functional evaluation component and using the system for toxicity assays. UCA-Davis has years of experience harvesting and working with these trophoblast cells, and have developed and optimized culture and assay conditions to maximize success of this highly specialized and unique assay. Therefore, EPA believes this is the only vendor capable of satisfying this requirement. The circumstance permitting ?other than full and open competition? at this time is FAR 13.501(a), 'sole source'. The anticipated period of performance is 8 months. All interested parties who believe they can provide the required services should fully explain their capabilities and qualifications in writing within 15 days from the date of this announcement and provide itemized pricing that is sufficient to make a determination that competition is feasible.
