- This is NOT a solicitation announcement. This is a Notice of Intent to Award a Contract and is not to be construed as a commitment by the Government, nor will the Government pay for information solicited. The Economic Planning and Coordination Division (EPCD) of the U.S. Census Bureau of the U.S. Department of Commerce have a requirement for consulting and assistance services in order to maintain and improve coverage of complex multi-establishment enterprises on the Business Register. The Business Register serves as the enumeration list for the economic census and as a sampling frame for economics surveys. It is also used for the storage of administrative data. The desired improvements include the improvement and expansion on the 2002 implementation of the redesigned Business Register. The major objectives of this project focus on more complete and up-to date coverage of complex multi-units; improved representation of multilevel and multidimensional organization hierarchies; the addition of statistical units for subsidiary companies, divisions and other intermediate units; expanded use of Federal administrative records and other alternatives to direct collection; increased effectiveness and reduced burden for the annual Company Organization Survey (COS); improved efficiency for register maintenance operations; and strengthened support for the economic censuses and survey’s effort to measure this critical part of the business population. The results of this work will support EPCD’s maintenance and coverage of the multi-establishment enterprises on the Business Register. The intended contract will have a period of performance of one base year and will include up to four one (1) year option periods. The Government intends to solicit and negotiate with only one source, as authorized under FAR part 6.302-1. This Notice of Intent is not a request for competitive proposals. Interested persons may identify their interest and capability to respond to the requirement. Any response to this notice must show clear and convincing evidence that competition from qualified source(s) is available in the open market. Interested firms responding to this Notice must provide capability statement demonstrating their experience, skills and capability to fulfill the Governments requirements for the above. All respondents are requested to identify their firm’s sizes and type of business. Brochures alone are not sufficient documentation for demonstration of capabilities. The capability statement shall be in sufficient enough detail, but not exceed 15 pages, so that the Government can determine the experience and capability of your firm to provide the requirement above. Your capability statement should include references. Responses must be received no later than March31, 2010 10:00 A.M. Eastern Time. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.
