Description
The Department of Veterans Affairs NW Healthcare System will be soliciting quotes for a contractor who can provide pest control services outlined in the VA's Integrated Pest Management Program (IPM) for the Portland OR, VA Medical Center and Vancouver WA, VA Medical Center locations. The solicitation will be based on FAR Subpart 37.6, Performance Based Acquisition; Offers shall be required to submit a PWS (Performance Work Statement) along with a QASP (Quality Assurance Surveillance Plan). The PWS and QASP shall be based on the SOO and attached IPM Program Guide 1850.2 which outlines the requirements to comply with the Integrated Pest Management Program in order to provide a service that will best fulfill the facilities needs for prevention and eradication. It is anticipated that this will be a base with four (4) one year options contract. INTEGRATED PEST MANAGEMENT General Requirement The Contractor shall provide all management, laboratory testing, tools, supplies, equipment, transportation, and labor to develop and implement an Integrated Pest Management (IPM) plan for the interior and perimeter of the exterior of the Portland VA Medical Center, Portland and Vancouver Campus's. This will be done in a manner that ensures the health and general well-being of patients, staff, and visitors. All infestations will be addressed until complete elimination of pests. The purpose of an IPM program is to forestall or prevent infestation, and to control or eliminate existing infestation. IPM is a decision-making process that considers cultural, mechanical, biological and chemical controls. Control mechanisms are selected as each situation warrants. Where chemical control is indicated, specific pest populations are targeted for treatment when they are most vulnerable rather than a general pesticide application. IPM sanctions synthetic chemical pesticides only as a last resort and only with the least toxic chemicals available that perform the task. IPM depends on understanding a pest's environmental requirements and natural enemies in order to facilitate less toxic pest control and requires ongoing monitoring for pests to ensure that small infestations do not become large ones. IPM seeks to minimize pest concerns while minimizing human health, environmental, and financial risks. The Contractor shall be in compliance with all federal, state, and local pest control operator requirements. This procurement is unrestricted. The Request for Quote (RFQ) number is VA-260-10-RQ-0439. The applicable NAICS code is 561710 and the small business size standard is $7.0 Million. TELEPHONIC REQUESTS FOR THE SOLICITATION WILL NOT BE ACCEPTED. The estimated issue date is March 19, 2010, and the anticipated closing date is April 12, 2010 at 4:00:00 PM Pacific Daylight Time.
