Description
THIS IS AN AMERICAN RECOVERY AND REINVESTMENT ACT (ARRA) PROCUREMENT. The resulting contract will utilize funds provided by the AMERICAN RECOVERY AND REINVESTMENT ACT (ARRA) OF 2009. Interested parties are notified that the inclusion of unique provisions required in implementing the Act, including those for significant reporting and transparency, will be required of the successful bid. The purpose of this announcement is to make notice that the Forest Service contemplates releasing a Invitation for Bid numbered AG-82B1-S-10-0235 on or about March 30, 2010, for the RECOVERY Reconstruct Water Systems for Transfer Park Campground and Aspen Guard Station. If the Invitation For Bid is released, it will be released through this FedBizOpps website, and prospective vendors should visit this FedBizOpps website from time to time on or after March 30, 2010 to obtain a copy of the Invitation for Bid. This requirement is being solicited as a fixed price Invitation for Bid (IFB) under FAR Part 14. Bids are due on April 29, 2010; 3:00 p.m. Mountain Time. A single firm-fixed price type contract will be awarded to the responsible Bidder (IAW FAR Part 9, Contractor Qualifications) whose bid is of the lowest price. PROJECT DESCRIPTION. Work for this project consists of the construction of a water system (well drilling and installation, hydrants, valves, line, and connections) and treatment building (connection to well, building prep, building placement, and interior plumbing), This project shall be located at the Transfer Park Campground on the Columbine Ranger District, and the Aspen Guard Station located on the Dolores Ranger District of the San Juan National Forest. The magnitude of this project IAW FAR 36.204 (c) is between $100,000 and $250,000. There will not be a pre-bid meeting. The projected project completion time is 60 calendar days from start work. Projected start date is May 15, 2010 for Transfer Park Campground. Projected start date is October 3, 2010 for Aspen Guard Station. Performance and Payments will be required per the miller Act and Davis-Bacon wage rates will apply. PROJECT LOCATION. Transfer Park Campground is located in La Plata County, Colorado. The campground can be access by traveling north on County Road 240 to County Road 243 approximately 16 miles northeast of Durango, Colorado. Continue north on County Road 243 past Lemon Reservoir to the Forest Service boundary and turn west (left) on to Nation Forest Service Road 596. After crossing the bridge you will turn left and Continue through Florida Campground and Transfer Park Trailhead. Transfer Park campground is comprised of two loops, however the scope of this project will include the Transfer Park Trailhead as well. Aspen Guard Station is located in Montezuma County, Colorado. The Guard Station can be accessed from Mancos, Colorado by turning east on to State Highway 184 for approximately 0.03 miles. Then turn south (right) on to County Road 42. Follow County Road 42 for approximately 5 miles to 561. Travel NFSR 561 for approximately 6 miles to Aspen Guard Station. The entrance will have a gate and the Guard Station is visible from the road. All future information about this acquisition, including amendments, will be distributed solely through this site. Interested parties are responsible for monitoring this site to ensure that they have the most up-to-date information about this acquisition. Vendors are required to be registered in the Central Contractor Registration (CCR) http:www.ccr.gov or call 888-227-2423 or 269-961-5757 and shall complete the On-Line Registration and Certifications Application (ORCA) http://orca.bpn.gov.
