Description
The Department of Veterans Affairs VA Sierra Nevada Health Care System, Reno, NV is seeking Architectural/Engineering Firms to submit Standard Form (SF) 330 to develop Construction Documents, Design and Construction Period Services for Project 654-317, Community Living Center (CLC) Culture and Safety Improvements. This design effort shall include concept development; design development to include preparing complete construction documents to construct a new building which will house 30 of the facility's CLC patients; and construction support services. This design effort shall include complete architectural, structural, mechanical, plumbing, electrical, life safety and telecom drawings and specifications. In general the building shall consist of CLC patient rooms with appropriate support spaces for electrical, telecom/data, medical staff, and housekeeping. The design effort shall provide for a 19,000 square foot building to house the staff, building systems, medical equipment, and patients. All aspects of the design shall be in full compliance with evidence-based health care design following the Planetree philosophy and its core components of healing design. The design shall also substantially meet the VA design criteria for a CLC building as listed in VA design guides and manuals which can be found on the web at the VA Office of Facilities Management technical information library - site address; http://www.cfm.va.gov/TIL Additionally, design effort also includes renovation of the patient care areas at the existing CLC in Building 10 from twenty-seven (27) shared patient rooms to thirty (30) private patient rooms with private bathrooms. Finally, the design effort also includes a separated, controlled entrance to the CLC. The entrance shall have capability to control access both electronically, and with a manned security station. Prime firm should have, at least, the following licensed/registered specialty disciplines as members of the firm, or team, with demonstrable expertise in their respective fields: Structural, Mechanical, Electrical, Tel/Data Communication, Fire Safety Engineers, Cost Estimators and experience working with Planetree Healing Design. No firms will be considered unless an application consisting of a completed SF-330 Parts I and II is received by the VA Contracting Officer. Five (5) copies of the SF 330 are required. SF-330, Part I may be accompanied by any other evidence of experience and capabilities the applicant considers relevant. A separate SF-330, Part II shall be submitted for each proposed consultant's office involved. Selection of firms for interviews and negotiations shall be through an order of preference based on demonstrated competence and qualifications necessary for the satisfactory performance of the type of professional services required, that include; (1) past performance capabilities; (2) specialized experience and technical competence; (3) capacity to accomplish the work in the required time; (4) past performance on contracts with respect to cost control, quality of work, and compliance with performance schedules; (5) geographical location and knowledge of the locality of the project, provided that application of the criterion leaves an appropriate number of qualified firms, given the nature and size of the project; (6) any other special qualification required under this announcement by the contracting activity. Firms that meet the requirements described in this announcement are invited to submit SF 330 by close of business April 16, 2010, to the Contracting Officer, Ms. Maggie Neidigh, Consolidated Contracting Activity (CCA/90) 1000 Locust Street, Reno, Nevada, 89502. It is the intent of the Contracting Officer to make a single firm-fixed price contract award under this solicitation (VA-261-10-RP-0056). Interested firms should be located within 150 miles of the VA Sierra Nevada Reno Facility. Any company desiring to do business with the Federal Government must be registered at www.ccr.gov. This solicitation is unrestricted.
