Word Document of RFI AETC/A8Q REQUEST FOR INFORMATION ON AETC/SURGEON GENERAL VIRTUAL WORLD MEDICAL TRAINER 1.0 Description 1.1 Air Education and Training Command (AETC), in support of the Surgeon General Directorate, is seeking information for an on-line AF Medical Service (AFMS) virtual training environment available from both within and external to.MIL. The solution will provide more realistic sustainment of medical knowledge training, contingency preparation training and performance evaluation scenarios, without requiring personnel to participate in a full-blown medical exercise or go TDY to one of eight AFMS SIM (simulator) Centers. 1.2 THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes - it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This request for information does not commit the Government to contract for any supply or service whatsoever. Further, AETC is not, at this time, seeking proposals and will not accept unsolicited proposals. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the respondent's expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. 2.0 Background 2.1 The goal is to provide virtual scenario-based training/gaming opportunities for AFMS personnel across the AF, and enable personnel to participate as avatars collectively in a scenario-based training session from different medical treatment facilities, or from home. 2.1.1 AETC envisions including a capability to capture virtual training sessions to allow for later debriefing of participants, capturing of lessons learned and playback by personnel unable to participate. 2.1.2 The desired solution is also seen as a platform to create virtual hospitals (CONUS, OCONUS and deployed) for orientation and scenario training. 3.0 Questions to Industry: 3.1 Access: 3.1.1 How many AFMS personnel (via their avatar) can simultaneously be supported in a virtual world platform for the purpose of virtual scenario-based medical training? 3.1.2 Can a virtual world platform be accessible from both inside and outside the.MIL environment to allow participants to access training sessions from an AF medical treatment facility, the capability of multiple training facilities collaborating in one session, or a trainee participating in a training session from home? 3.1.3 Can a virtual world environment allow scenario administrators to invite/schedule AFMS personnel to participate in a virtual session via Outlook tools? 3.2 Environment: 3.2.1 Can a virtual world platform allow for capture of virtual training sessions for later debriefing of participants, capturing of lessons learned and playback of the archived virtual scenario and related debriefing, lessons learned and other applicable content? 3.2.2 Is there a virtual world solution that has the capability to upload/link additional documents to an archived virtual training session and provide capability to index and search for specific archived sessions/related content for viewing? 3.2.3 Can a virtual world environment include virtual hospital environments (operating room, emergency room, etc.) and provide a capability for system administrators to further define, modify and design/add new virtual environments to support training requirements? Examples: Please provide capability to meet the following desired environmental characteristics: 3.2.3.1 Sharable Content Object Reference Model (SCORM) compliant 3.2.3.2 A virtual deployed environment setting for medical field and on-scene training 3.2.3.3 Capability to host virtual scenario-based medical training 3.2.3.4 Capability to append (or link) content/ documents to archived virtual training sessions 3.2.3.5 Capability to replay archived virtual training sessions 3.2.3.6 Capability to index archived content (virtual sessions/related content) 3.2.3.7 Capability to search archived content 3.2.3.8 Capability to view archived content 3.2.3.9 Capability for scenario administrators to setup and manage virtual training scenarios and patient avatar physiology status (vital signs, injuries, etc.) 3.2.3.10 Capability to capture/track/ archive patient avatar's physiology status (vital signs, injuries, etc.) 3.2.3.11 Capability for system administrators to further define, modify and design/add new virtual environments 3.2.3.12 Capability to provide a virtual Expeditionary Medical Training, Aeromedical Evacuation, Homeland Defense, and Natural Disaster environments 3.2.3.13 Capability to provide for role-based access with different rights/privileges 3.2.3.14 Capability to provide personalized "myMed" training page 3.2.3.15 Capability to simulate real world material (equipment, documents, presentations) 3.2.3.16 Capability to have gaming integration (focused on patient management) 3.3 User Profile Avatars: 3.3.1 Can a virtual world environment provide for users to establish user profiles (unique profile to include, name, role, organization, etc.) and avatars? Desired criteria for user profile avatars include: 3.3.1.1 Unique user profiles manageable by the user (name, role, organization, etc.) 3.3.1.2 Capability for users to define avatar characteristics 3.3.1.3 Capabilities for scenario administrator profiles/avatars to allow setup and management of virtual scenarios 3.3.1.4 Capability for users' results to be logged and identified by user 3.3.1.5 Capability for users to "play" for practice without having results logged using any role 3.4 Security: 3.4.1 Describe a virtual world solution access for both inside and outside.MIL that can be IAW with current IA policy for (identification/authentication/authorization) and solution must not allow anonymous access. Desired criteria for security include: 3.4.1.1 Accessible from both inside and outside.MIL with CAC identification/ authentication/ authorization IAW IA policy 3.4.1.2 Access from outside.MIL with username/password identification/ authentication/ Authorization 3.4.1.3 Solution must not allow anonymous access 3.5 Professional Networking Collaboration: 3.5.1 Is there a virtual world platform that can provide (or link to) a professional networking/collaboration type capability to provide a forum for trainee questions, feedback, peer assistance and professional collaboration? Desired criteria for professional networking collaboration include: 3.5.1.1 Professional networking/ collaboration type capability 3.5.1.2 Networking/collaboration capability from both inside and outside.MIL IAW IA policy 3.5.1.3 Capability to link to other sites used by the AFMS community 3.5.1.4 Capability for military social network (communication relating to lessons learned, blogs, etc.) 3.6 System/Misc: 3.6.1 Are there 3D Virtual World platforms that have: 3.6.1.1 Capability to interface with AF educational tracking system of record (CEU, CME, CCAF, RSV, etc.) 3.6.1.2 Capability for medical gaming to be embedded within environment 3.6.1.3 Capability to have real-time and archived web-based supervision capability 3.6.1.4 Capability to incorporate equipment changes according to mission changes (changes in CFEPT, equipment guide changes) 3.6.1.5 Latency rates shall be a maximum of 200 milliseconds 4.0 Responses: 4.1 Responses, in Adobe Acrobat format, are due no later than 9 Apr 2010 and should be submitted via e-mail only to joseph.sitterly@randolph.af.mil.
