- Procurement Office: General Services Administration – FAS/AAS Agency: Indian Health Services (IHS) Task Number: FD7510IHS106 Description of Requirement: Resource and Patient Management System (RPMS) Core Application Development, Support, Maintenance, & Training IHS OIT Cimarron Medical Informatics will continue tasks outlined in the SOW that provides software design, development, testing, deployment, maintenance, and technical user support for RPMS applications. Limited Source Justification This justification is to put in place a bridge for a period of (3 months, plus 3 – 1 month options) to allow time for a proper recompete. The requirement will remain unchanged for the bridge period. Bringing on a new vendor, for a short 3 month period would not be cost efficient nor in the best interest of the government. The incumbent contractor is in place and performing satisfactorily. A new contractor would result in a transition of personnel and a learning curve for a new contractor to become proficient at the tasks being accomplished. In the interest of economy and efficiency, the issuance of a bridge is in the best interest of the government and will result in the lowest overall cost to the government for meeting this immediate need. Based on the scope remaining unchanged, and the fact that the current effort was competed, this action meets the requirements of FAR 8.405-6.
