Description
This is not a notice for solicitation. This is only a Request for Information (RFI) that is issued solely for information and planning purposes. The government does not intend to award a contract or any type of agreement on the basis of this RFI or to otherwise pay for information solicited under this RFI. This is NOT a Request for Proposal (RFP) or an Invitation for Bid (IFB). The U.S. Geological Survey (USGS) Library is seeking a new library management system to replace its existing Integrated Library System (ILS). The world of scholarly publishing and communication is changing. Many resources can be accessed online in digital format. The USGS Library needs to upgrade its ILS to 1) support the mix of digital and non-digital materials that will be used for research in the future; 2) be able to interact with other enterprise systems; 3) improve the back-office efficiency of the library in managing its physical collections and patron records. The Library's current ILS is Horizon provided by SirsiDynix Corporation and it has been in place since 1995. This system serves the USGS Library in four locations: Reston, Virginia; Denver, Colorado; Flagstaff, Arizona; and Menlo Park, California. It has the following modules: Acquisitions, Cataloging, Circulation, Serials, and a public OPAC. Its database contains 350,000 340,095 bibliographic records, 1.7 million 1,736,593 item records, 623,859 authority records, and 6,209 patron records. The USGS Library is interested in replacing the current ILS with a system that has the following basic functionalities: Resource Selection and Acquisition: Support the trial and/or acquisition of resources in various formats. Have the ability to obtain or create metadata for decision making, identify suppliers, manage Terms of Acquisitions & Use, manage funds, commit funds, order resources, schedule events, track events, and receive resources. Entity Description: Support the processes used to obtain, create, modify, delete or expose metadata for the resources, collections, people, organization, services, events, facilities, finances, relationships, etc. Resource Delivery: Support processes tracking the request and supply of resources for library users. Have the ability to initiate and receive the request, identify the user requesting the resource, check and verify the user's credentials, and determine availability and terms of use of the resource requested. Be able to send a message to the user whenever a condition is not met. The resource is supplied if all conditions are met. Resource Management: Support the processes to track the life-cycle of a resource including preservation, curation, evaluation, retention, relocation, duplication, version preference, rights management, binding, repair, reformat, replacement, and withdrawal. Access and descriptive metadata may be normalized and updated in this process according to established rules. Entity Relationship Management: Allow the creation, modification and deletion of relationships between any 2 or more entities. Entities can include resources, people, facilities, organizations, finances, etc. Customer Relationship Management: Support the processes to handle customer relationship management (CRM) including a user's initiation for request of service to the fulfillment of that request. Reporting: Has the ability to provide canned or customized statistical reports for the usage of and the work performed in the system. In addition to the above basic functionalities, the system should also meet the flowing critical requirements: Flexibility: Support a wide range of resources; accessed by a wide range of customers in a variety of contexts; provides structures for extending and adding new types of resources, customers and contexts. Can be customized to support local classification system, such as USGS Classification Schema. Service Orientation: Developed using the methods of Service Oriented Architecture (SOA) and implemented with technologies, such as Web Services, to be a modular and open application that ensures the interoperability of library business systems and accommodates a diversity of solutions without the risks posed by single-source providers; can be customized to support local needs. Interoperability with Other Applications: Designed to adapt to and integrate with other enterprise systems such as research support, human resources, identity management, fiscal control, repository, content management, search and discovery, OCLC group cataloging, Interlibrary loan, etc. Security: Comply with federal security requirement via Certification and Accreditation process(C&A). Certification is a comprehensive evaluation of the technical and non-technical security features and other safeguards of an IT system and establishes the extent to which a particular design and implementation meets documented security requirements. Accreditation is the formal declaration by an approving authority that an IT system is compliant with established security requirements and is approved to operate using a prescribed set of safeguards. This decision should be strongly based on the residual risks identified during certification. USGS IT systems are certified and accredited for operation in accordance with DOI and NIST requirements. (See NIST SP-800-53 document for all Required Security Controls) All venders providing traditional ILS or new type of library management system that meets all or part of the basic functionalities are encouraged to reply. Vendors providing services to support an open-source application are also encouraged to reply. Please articulate the specifications and approximate cost information (i.e. order of magnitude, maintenance fee) of your solution, specifically for the following items: Application functions, modules and architecture;Hardware specification;System initial set up and migration;Required hosting infrastructure: operating system platform, programming language, networking protocols, etc.Ongoing maintenance and licensing. Responses to this RFI will not affect a potential offeror's ability to respond to any RFP that might follow. Please ensure that any sensitive or protected information is marked as such and the government will ensure this information is not released externally. The overarching objective for this RFI is information gathering and not development of possible government acquisition of products or services.
