- The VA Caribbean Healthcare System intends to contract with a St. John, USVI community healthcare provider to provide for the delivery and management of primary preventive medical care, laboratory, radiology healthcare services and all administrative functions to fulfill the level of care and range of services, as may be required by the VA Medical Center and in accordance with Joint Commission on Accreditation of Healthcare Organizations and other regulatory agencies. The contractor shall provide patient care for all eligible veterans enrolled with the Department of Veterans Affairs (VA) Caribbean Healthcare System (VACHS). The Contractor shall provide health care clinical providers, medical facilities, medical equipment and supplies and all administrative functions to fulfill the level of care and range of services. The contractors company must have Joint Commission accreditation prior to award. Referrals for specialty care, extensive diagnostic work-ups and non-emergency hospitalization shall be made to the VA Medical Center (VAMC) in San Juan, Puerto Rico. Services shall be provided for a negotiated capitated rate (per enrolled veteran, per month). Services shall be provided from a facility in the island of St. John, USVI. The contractor shall provide non-emergent primary care by providers who are general internist or family practitioners. Primary care providers shall include US Board Certified licensed physicians, as well as nurse practitioners and physician assistants practicing in accordance with USVI law. All patients seeking care will be assessed by a Primary Care provider and referred for emergency services as appropriate. Services shall be provided under the authority of 38 U.S.C. 8153 and in accordance with all terms, conditions, and provisions of the resulting contract for a period not to exceed five (5) years from date of award. In addition, contractor will be subject to background investigations in order to conduct business with the government. This is a notice of intent to negotiate sole source with Myrah Keating Community Health Center to provide primary preventive medical care, laboratory, and radiology healthcare services to our St. John veteran population. This medical facility is located at Susana Berg 3B, St. John Island, USVI 00831. An Indefinite Delivery Indefinite Quantity contract will be awarded. This notice may represent the only official notice of such solicitation. Request for Proposals (RFP) questions will not be accepted after March 19, 2010. Verbal questions will not be addressed by the Contracting Officer (CO).
