Description
This announcement is for the purpose of soliciting names of construction contractors interested in submitting a proposal to provide construction services in support of military projects located in Kandahar, Afghanistan. The project is described as Kandahar Package 10-1. The solicitation consists of four (4) projects. The projects include: (1) Close Air Support (CAS) Apron Expansion: This project consists of the design and construction of the CAS Apron Expansion for the U.S. Air Force located at the Kandahar Airfield, Afghanistan. The project scope of work includes but is not limited to, constructing a medium-load paved apron sized to accommodate twelve (12) CAS type aircraft that support various missions in southern Afghanistan. This project also includes all connecting taxiways, shoulders, site work, pavement markings, lighting, tie-down/grounding points, utilities including power connections and electrical infrastructure, fire hydrants and connecting utilities and all other elements required to make the apron complete and usable. (2) Intelligence, Surveillance, Reconnaissance (ISR) Apron Expansion: This project consists of the design and construction of the ISR Apron Expansion for the U.S. Air Force located at the Kandahar Airfield, Afghanistan. The project scope of work includes but is not limited to, constructing a medium-load paved apron sized to accommodate twenty-four (24) ISR type aircraft that support various missions in southern Afghanistan. This project also includes all connecting taxiways, paved access roads, shoulders, twelve (12) fabric shelters, site work, pavement markings, lighting, tie-down/grounding points, utilities including power connections, HVAC equipment, communication equipment, fire suppression system and connecting utilities, electrical infrastructure and all other elements required to make the apron complete and usable. (3) Aviation Operations & Maintenance Facilities: This project consists of design and construction of the Aviation Operations and Maintenance Facilities for the U.S. Air Force located at the Kandahar Airfield, Afghanistan. The project scope of work includes but is not limited to, constructing Aviation Operations and Maintenance Facilities that support various missions in southern Afghanistan. This project will consist of five (5) buildings. The Avionics Shops will consist of two (2) pre-engineered metal buildings and the Maintenance Shops will consist of two (2) pre-engineered metal buildings. The project will also include a combination facility which will house another Avionics and Maintenance shop. This project will include pavement, supporting infrastructure, power and electrical connections, communication equipment, fire suppression system and connecting utilities, HVAC equipment and all other elements necessary to make the facilities complete and usable. (4) Expeditionary Fighter Shelters: This project consists of the design and construction of the Expeditionary Fighter Shelters for the U.S. Air Force located at Kandahar Airfield, Afghanistan. The scope of work includes but is not limited to, constructing two (2) expeditionary fabric shelters with medium-load pavement that support various missions in southern Afghanistan. Work will also include pavement, fire suppression system and connecting utilities, HVAC equipment, communication equipment, supporting infrastructure, power and electrical connections and other necessary site improvements to make the facilities complete and usable. The performance period for each project is 270 days from Notice to Proceed (NTP). The magnitude of this construction project is between $25,000,000 and $100,000,000. All work is within the secure perimeter of the Kandahar Air Field in Afghanistan. Funds are not currently available for this acquisition. No contract award will be made until appropriated funds are made available. Plans and Specifications: Two (2) sets of the solicitation will be issued on compact disk (CD) to prime contractors at no cost. The solicitation will not be provided to subcontractors, suppliers or vendors. The solicitation will not be available over the internet. Contracting Procedures: The solicitation will be a Request for Proposal (RFP). Contract award will be based upon a best value analysis of all proposals. The evaluation will include both Non-Price and Price factors. The Request for Proposal will contain complete evaluation criteria. The Government may include options in the solicitation. The acquisition will result in a single firm fixed price construction contract awarded based on a best value determination. Acquisition Time Line: The RFP will be issued on or about March 29, 2010. Date for a Pre-Proposal Conference and Site Visit will be stated in the RFP. An organized site visit will be conducted. Information on the date and time of the site visit will be conveyed in the RFP. Attendance is not mandatory. The site visit date is subject to change at any time due to air base operations. Access requirements to the site will be stated in the RFP.
