Description
This announcement is for the purpose of soliciting names of construction contractors interested in submitting a proposal to provide construction services in support of military projects located in Kandahar, Afghanistan. The project is described as Kandahar Project 10-3. The solicitation consists of three (3) projects as follows: (1) Cargo Helicopter Apron: The purpose of this project is to design and construct the Cargo Helicopter Apron for the U.S. Air Force located at the Kandahar Airfield, Afghanistan. The scope of work includes but is not limited to, constructing a medium-load paved aircraft apron, connecting taxiways and shoulders for eight (8) cargo helicopter type aircraft that support various missions in southern Afghanistan. Work will also include pavement markings, grounding/tie-down points, fire hydrants and connecting utilities, edge lighting, high mast apron lighting, utilities including electrical connections and other necessary site improvements to make the apron complete and usable. (2) Relocate North Airfield Road: The purpose of this project is to design and construct the North Airfield Road for the U.S. Air Force located at the Kandahar Airfield, Afghanistan. The scope of work includes but is not limited to, constructing road pavement and shoulders designed for heavy-vehicle type traffic that support various missions in southern Afghanistan. Work will also include pavement markings, traffic control signage, box culverts, drainage culverts and other necessary site improvements to make this project complete and usable. (3) Refueler Apron/Relocate HCP: The purpose of this project is to design and construct the Refueler Apron/Relocate Hot Cargo Pad for the U.S. Air Force located at the Kandahar Airfield, Afghanistan. The scope of work includes but is not limited to, constructing a modified-heavy load paved Refueler Apron and relocating the hot cargo pad that supports various missions in southern Afghanistan. The Refueler Apron has been sized to accommodate KC-10 and KC-135 type aircraft. The hot cargo pad has been sized to accommodate C-5 type aircraft. This project also includes all connecting taxiways, shoulders, site work, fire hydrants and connecting utilities, pavement markings, lighting, tie-down/grounding points, utilities including power connections and electrical infrastructure and all other elements required to make the aprons complete and usable. The performance period for each project is 270 days from Notice to Proceed (NTP). The magnitude of this construction project is between $25,000,000 and $100,000,000. All work is to be performed within the secure perimeter of the Kandahar Air Field in Afghanistan. Funds are not currently available for this acquisition. No contract award will be made until appropriated funds are made available. Plans and Specifications: Two (2) sets of the solicitation will be issued on compact disk (CD) to prime contractors at no cost. The solicitation will not be provided to subcontractors, suppliers or vendors. The solicitation will not be available over the internet. Contracting Procedures: The solicitation will be a Request for Proposal (RFP). Contract award will be based upon a best value analysis of all proposals. The evaluation will include both Non-Price and Price factors. The Request for Proposal will contain complete evaluation criteria. The Government may include options in the solicitation. The acquisition will result in a single firm fixed price construction contract awarded based on a best value determination. Acquisition Time Line: The RFP will be issued on or about March 29, 2010. Date for a Pre-Proposal Conference and Site Visit will be stated in the RFP. An organized site visit will be conducted. Information on the date and time of the site visit will be conveyed in the RFP. Attendance is not mandatory. The site visit date is subject to change at any time due to air base operations. Access requirements to the site will be stated in the RFP.
