- Perfromance Work Statement (PWS) Department of Commerce, U. S. Census Bureau, Acquisition Division; 4600 Silver Hill Road, Washington, DC, 20233 THIS IS AN INTENT TO SOLE SOURCE ANNOUNCEMENT PURSUANT TO FAR 6.302-1. THIS CONSTITUTES THE ONLY WRITTEN NOTICE, NO OTHER NOTICE OR SOLICITATION SHALL BE ISSUED AS A RESULT OF THIS NOTICE. BACKGROUND/OBJECTIVE/ SCOPE OF WORK Due to the unique and highly specialized nature of the United States Census Bureau's Economic Programs’ statistical work, many activities depend on one-of-a-kind data processing systems designed and built by the Census Bureau’s IT professionals. The development of these systems also relies on statistical and program know-how contributed by the agency’s methodologists and subject matter experts, who identify the requirements that processing systems must satisfy. Within the Economic Programs Directorate, the Economic Planning and Coordination Division (EPCD) has primary responsibility for developing requirements for software systems that support the economic census and business surveys. The Division acknowledges the importance of complete, correct, unambiguous, consistent, prioritized, and testable requirements in constructing software systems that meet these programs’ business needs, and it recognizes opportunities to improve its work in this area by introducing industry standards and best practices. To achieve this objective, the division requires advice and assistance from software engineering experts who have broad experience in effective and up-to-date methods for requirements development. To enhance execution of these efforts, the Census Bureau has an immediate need for independent and objective advice and support in the areas of systems redesign and software process improvement from a Federally Funded Research and Development Center (FFRDC). The Census Bureau has identified The MITRE Corporation (MITRE), an operator of three FFRDCs, as the appropriate source for the needed support. The Census Bureau has determined that this effort is within the scope of MITRE’s Internal Revenue Service (IRS) FFRDC contract and fully aligned with the FFRDC’s core competencies and its mission to assist federal agencies with modernizing information systems and associated business processes. The Mitre Corporation is currently providing data processing system redesign services under the U.S Census Bureau's Task Order # YA1323-09-NC-0854. As part of a continuing effort to improve its business processes, the United States Census Bureau Economic Planning Coordination Division (EPCD) has a requirement for the 1.) development of the Economic Program Directorate’s Business Help Site (BHS) System Redesign and 2.) development of the Economic Program Directorate’s Management Information System (MIS) Design. A detailed performance work statement( PWS) is attached. The period of performance is April 19, 2010 - September 24, 2011. The government anticipates procuring these services via modification to Mitre's Task Order # YA1323-09-NC-0854 on using FAR Part 15 Negotiated Competitive Procurement procedures. THE GOVERNMENT KNOWS OF ONLY ONE SOURCE: The MITRE Corporation; 7515 COLSHIRE DRIVE, MCLEAN, VA 22102 Interested parties may submit information in accordance with this announcement, which will be considered, within 15 days of the posting of this announcement. As a result of analyzing responses to this synopsis of intent, the Contracting Officer may determine that the action may be competed. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government.
