The Product Manager, Command Post Systems & Integration (CPS&I), at Redstone Arsenal, Alabama, is researching sources for a SCIPS/TMSS to be used in support of tactical operations centers. The information sought herein is for planning purposes only and shall not be construed as a request for quote (RFQ), Request for propsal (RFP), and invitation for (IFB) or as an obligation for commitment on the part of the Government to acquire any product or service. There shall be no basis for claims against the Government as a result of information submitted in response to the sources sought announcement. The Government does not intend to award a contract on the basis of this announcement or otherwise pay for any information submitted by respondents to this request. this notice is for market research purposes only and is not indicative of a full requirement. Should a full requirement arise, the full requirement will be detailed in the solicitation, if issued. The ideal SICPS/TMSS consists of turnkey systems obtained as a commercial/non-developmental item solution which is comprised of an environmentally controlled tent, an environmental control unit (ECU), a supporting power unit for the ECU and lighting system, and trailer with adequate space to store tent, components, and additional support equipment. A single trailer system should come in two sizes - Medium and Large. The Large system should includes a quick erect tent of no less than 1,000 usable square feet and meet the towing limits of the Family of Medium Tactical Vehicles, M-1078 and above. The Medium system should include a quisck erect tent of no less tan 44 usable square feet that meets the towing limits of the Light Tactical Vehicle family M-113 and above. Both integrated systems will support command and control (C2) operations at all Army echelons. Both systems must be capable of unrestricted transportation through the facilities and by assets of the Defense Transportation System (DTS) to include rail, sea, internal and external air, and U.S. highway. Both tents are to be quickly erectable and designed to be either a stadalone tent, or capable of being connected to either another SICPS Tent or platform (i.e., Rigid Wall Shelter Command Post Platform, Light Command Post Platform, Track Command Post Platform, etc.) Both tents should be able to be connected end-to-end, side-to-side, or side-to-end. The systems will be employed with operational facilities of command posts (CPs) to provide workspace, power distribution, lighting, envionmental conditioning (heating and colling), tables, lightweight/integrated floooring, and a common grounding system for staffs. The ECU for each system must be capable of providing heating, cooling and dehumidification to integrated portable shelters via flexible air-supply ducts to support operations in locations with cold, basic, and hot climatic conditions as defined in AR70-38. The power generation set must be an Environmental Protection Agency (EPA) certified, diesel/JP8/JP5 fueled generator capable of simultaneously supplying power to the ECU and electrical power for other uses such as shelter lighting to support operations in locations with cold, basic, and hot climatic conditions as defined in AR70-38. The shelter system must consist of environmentally controlled tents capable of supporting operations in locations with cold, basic, and hotclimatic conditions as defined in AR70-38. Vendor responses to market research questionaires will assist the Government in finalizing the performance specification by providing information about the technical capabilities of available commercial/non-devlopmental TMSS. Sources Sought Instructions: A written response with detailed information is requested of those suppliers who can provide a command center system achieving the required or similar specifications. Detailed information shalll include the vendor's capability of providing the required goods and current commercial availability. Please provide name of the business, point of contact, phone/fax numbers and email address. Please provide Vendor Cage Code and the NAICS Code representing Vendor's TMSS. All interested parties should identify if they are a small or large business. This information will be utilized to determine if this potential requirement could be a competitive total small business set-a-side.
