Description
The Forest Service has a requirement for the relocation of a portion of National Forest System Road No. 308 including the new construction of approximately 1.21 miles and reconstruction of approximately 3.60 miles of other portions of existing National Forest System Roads that, when combined, will complete the relocation. The work includes but is not limited to erosion control measures, roadway embankment, removing and disposing existing culverts, furnishing and installing round corrugated steel culverts and one (1) arch steel culvert, compaction, riprap, crushed aggregate surfacing, pit development, and all other incidental items necessary to complete the project in accordance with the plans and specifications. The project is located at Sections 13-15, 18 T36N, R45E, W.M. and Sections 19-20 T61N, R5W, B.M. The project area may be reached by taking SH57 out of Priest River, Idaho north 34 miles to National Forest System Road (NFSR) 308, Kalispell Creek. Turn left (west) onto road 308 and proceed west 2.3 miles to NFSR 1362, Indian Creek. Turn right onto road 1362 and proceed 1.64 miles to the Beginning of the Project (BOP), T61N R5W N1/2 Sec 20, B.M. This is the east end of the relocation, and is the first new construction section. To reach the west end, go back south to NFSR 308 and turn right (west). Proceed on road 308, 5.6 miles to the junction with NFSR 1110 on the right. Road 1110 is closed with a guardrail barricade for Grizzly Bear security. This is the End of the Project. No pre-quote site visit will be conducted but offerors are encouraged to visit the site. Offerors are also encouraged to review Federal Acquisition Regulation (FAR) provision 52.236-3, Site Investigation and Conditions Affecting the Work (Apr 1984). Failure of the Contractor to ascertain the nature, location, and conditions which affect the work will not relieve the contractor from the responsibility for successfully performing the work without additional expense to the Government. The project cost estimate is between $250,000 and $500,000. Davis Bacon wage rates will apply. The total performance period is approximately 168 calendar days, but work is to be completed no later than 15 November 2010. All responsible sources may submit a quote which will be considered by the Government. In accordance with FAR 4.1102(a), prospective contractors must be registered in the Central Contractor Registration (CCR) database prior to award of a contract. Lack of registration in the CCR on part of the offeror will render an offeror ineligible for award. Offerors may obtain information on registration and annual confirmation requirements by calling 888-227-2423 or via the Internet at http://www.ccr.gov//. The NAICS code is 237310, Highway, Street and Bridge Construction, with a small business size standard of $33.5 Million in gross annual receipts. The solicitation package is anticipated to be available electronically on 26 March 2010 with an anticipated closing date of 26 April 2010. Copies of the Request for Proposal, specifications and drawings can be obtained at http://www.fedbizopps.gov once available for issuance. ARRA Requirement: The Awardee will be subject to Section 1512(c) of the American Recovery and Reinvestment Act which requires each contractor to report on its use of Recovery Funds under the awarded contract.
