Description
THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY. THIS OPPORTUNITY ISAVAILABLE ONLY TO SIA CONSTRUCTION, INC. UNDER CONTRACT NNJ09JA26C, AS AUTHORIZED UNDERTHE AMERICAN RECOVERY AND REINVESTMENT ACT OF 2009. NASA intends to install Spun Aluminum Vent Caps instead of Polyethylene (Plastic) VentCaps on the roof being repaired on Building 9 (S) at the NASA/Johnson Space Center (JSC). Vent Caps are one-way valves that open to relieve moisture vapor pressure from theroofing systems and then close to prevent moisture from re-entering the roofing system. Due to leaks caused by Hurricane IKE, moisture has become trapped within the existinglightweight concrete deck in the Building 9 (S) roofing system. The installation of theVent Caps will prevent blistering, delamination and billowing of the roofing membranesystem that could be caused by the release of the trapped moisture in the LightweightInsulation Concrete (LIC). Polyethylene (Plastic) Vent Caps are more susceptible to deterioration due to heat overtime and have been known to crack or break if struck by an object. A change to the typeof Vent Caps to be installed is required to provide a more reliable roofing systembecause the Spun Aluminum Vent Caps are more durable than the Polyethylene (Plastic) VentCaps that have a higher probability of resulting in a future roof leak if they were todeteriorate over time or become damaged.NASA/JSC intends to issue modification 3 to Contract NNJ09JA26C, a firm fixed pricedcontract awarded to SIA Construction, Inc. under the Small Business Administration 8(a)program, using the Partnership Agreement between NASA and the Small BusinessAdministration in accordance with FAR 19.8 and the authority 10 U.S.C. 2304(c)(5). An Ombudsman has been appointed. See NASA Specific Note 'B'.
