Description
The contract modification of Contract SPM75005D7426 is a sole source award to BAE Survivability Systems to extend contract coverage for the NSNs and PNs for the Up Armored HMMWV. Listed below are the sole source FSCs which we propose to award a 181 day contract: 1005, 1010, 2040, 2510, 2530, 2540, 2590, 2815, 3040, 3110, 3120, 3830, 3990, 4010, 4130, 4210, 4210, 4320, 4710, 4720, 4730, 5305, 5306, 5307, 5310, 5320, 5325, 5330, 5340, 5365, 5930, 5945, 5970, 5975, 5985, 6150, 7690, 9320, 9340, 9515 and 9905. The contract is for a period of 181 days pending the award of the successor solicitation SPM7LX08R0179. The current contract will expire on March 16, 2010 and this contract will incorporate all technical products and service requirements and contract terms and conditions contained within Contract SPM75005D7426 by a contract modification action. The sole source award by contract modification is being issued through other than full and open competition procedures (FAR 6.302-1(a)(2)(ii)(B)) and will expire on September 13, 2010. There is currently a large Army reset program in the works and any delay in the procurement process will impact readiness of the Up Armored HMMWV fleet. These vehicles are those that are needed in support of SWA. The current contract with BAE is helping us maintain a readiness rate of 92%. With the contract currently in place with BAE, they can support these urgent requirements and can supply these items with a delivery of 5-10 days (depending on Priority code) directly to the customer. It is in the Government’s best interest to make this sole source award to BAE Survivability Systems.
