- SOURCES SOUGHT NOTICE – Commander Navy Installations Command (CNIC) intends to solicit for the purchase of the following: Creative and technical services supporting Navy Child and Youth Programs per attached Performance Work Statement (PWS). CNIC will be purchasing this requirement with NON-APPROPRIATED FUNDS (NAF). The contract will result in a NAF firm fixed price contract. Negotiations may be conducted using other than full and open competition procedures pursuant to authority of BUPERSINST 7043.1B. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. The Government will not be responsible for any cost incurred in preparation of proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Any responses to this notice of contract action shall be submitted to Joseph Sherwood, joseph.d.sherwood.ctr@navy.mil, no later than 15 March 2010, 12:00 PM EST.
