Description
Chemical Materials Agency (CMA) has the overall mission for the safe and secure storage of chemical material and to safely and quickly destroy/dispose of all chemical warfare and related material, while ensuring the maximum protection for the public, the personnel involved in the destruction effort, and the environment. To support this mission, CMA has established the CDTF. The CDTF is a Government-owned (CMA), Contractor-operated (General Physics Corporation)( GOCO) facility that supports the CMA missions/activities, as contained in its umbrella statement of work (SOW) of its contract W52P1J-04-D-0009. As stated in its umbrella SOW overall objectives and requirements, the Contractor shall provide the following services under the CDTF basic contract: a. develop, maintain, and execute the specified training curriculum and courses for Government personnel and others as appropriate in support of CMA missions/activities. b. provide for the maximum efficient utilization of the CDTF through effective scheduling of courses for Government and Contractor personnel associated with CMA missions/activities. Third party training is permitted under this contract on a non-interference basis. c. provide laboratory monitoring training for Government and Contractor personnel associated with the CMA missions/activities. d. maintain all necessary process equipment, training equipment, video teleconferencing equipment (VTC) and all instructional items needed to conduct training in support of the CMA missions/activities. e. design, fabricate, and/or purchase specified equipment and test items to support CMA missions/activities. f. conduct specified special studies and analyses, as requested by the Government, as related to the umbrella objectives and/or requirements. g. perform maintenance and minor construction of the CDTF. CMA has provided direction to start the transitioning of the CDTF from its Project Manager, Chemical Stockpile Elimination (PM CSE) to its Project Manager, Non-Stockpile Chemical Materiel (PM NSCM). The CMA direction was that PM NSCM would assume full responsibility for the CDTF by the FY2011 completion of the PM CSE demilitarization mission. The purpose of this special notice is to conduct a market survey of interested parties that may have capabilities and past experiences to respond to and comply with the overall objectives and requirements of the above CDTF umbrella SOW or submit proposals if a future competitive CDTF request for proposal is issued. If all options are exercised, the ordering period under the CDTF basic contract will expire on 30 SEP 2011. In accordance with DFARS 217.204(e)(i), the Army Contracting Command, Rock Island Contracting Center, is planning to process a sole source extension to the CDTF ordering period from 30 Sep 2011 to 30 Sep 2014 and the overall period of performance would be extended from 30 Sep 2011 to 30 Sep 2015 in lieu of issuing a new, competitive follow-on acquisition. As described in FAR 6.3021(a)(2)(iii), services may be deemed to be available only from the original source in the case of follow-on contracts for the continued provision of highly specialized services when it is likely that award to any other source would result in either substantial duplication of cost to the Government that is not expected to be recovered through competition, or unacceptable delays in fulfilling the agencys requirements. Please submit your interest in response to this special notice, and a description of your capabilities and past experiences to perform the above objectives and requirements contained in the CDTF umbrella statement of work. This description should include CMA-related course developments and instruction, chemical agent laboratory course development and instruction, and operation and maintenance of a GOCO facility. In addition, your description should provide the company name(s) of your prospective Contractor team arrangement. Your response shall be emailed to Mrs. Lisa Digney at address: lisa.m.digney@us.army.mil. As such, the email submission should be as a Word file attachment, Times New Roman (12 pitch), of no more than five (5) pages (11x8.5). Responses are requested no later than 12 Apr 2010. This notice of intent is not a request for competitive proposals; however, all information received within thirty days after the date of publication of this special notice will be considered by the Government. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the planning purpose of determining whether to conduct a follow-on CDTF competitive acquisition.
