IMR/Submerged Resources Ambient Pressure Diving SystemsNational Park ServiceDenver Major Acquisitions Buying Office (MABO)Lakewood, CO 802283/11/2010 Q7482100005 1) GENERAL INFORMATIONThis is a combined synopsis/solicitation for commercial items prepared in accordance with the format stated in the Federal Acquisitions regulations (FAR) Subpart 12.6, as supplemented with additional information included in this notice. ***This announcement constitutes the only solicitation: quotations are hereby being requested and a separated written solicitation will not be issued.*** ***This project is being solicited as one complete project. All offerors shall provide a single complete quotation, with a price quote for each line item that encompasses Contract Line items 1 and 2 of Section 7 below. 2) AWARD INFORMATIONThe National Park Service contemplates award of a firm fixed price contract, as a result of this combined synopsis/solicitation, to the quoter whose quotation provides the best value to the Government. This request is for Ambient Pressure Evolution Closed Circuit Retreaters SCUBA Diving Systems. The government intends to award a contract based on the vendor's quoted price for whichever is determined to be in the best interest of the government. The award is anticipated to be made on the lowest total price technically acceptable. To be determined as technically acceptable, the offering must be an exact match of the requested item/s. The government reserves the right to award multiple orders in the best interest to the government. 3) Full and OpenAll responsible businesses may submit a quotation which shall be considered by the National Park Service. 4) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-09. 5) Solicitation #Q7482100005. This solicitation is issued as a Request for Quote. 6) NAICS codes: 339920 or 423910 7) CONTRACT LINE ITEMSLine item 0001: Qty. 4Ambient Pressure Evolution Closed Circuit Rebreathers SCUBA Diving Systems. "Weight 48 lbs "Single Multi-Function wrist-mounted Computer Display - The ability to monitor all decompression and on-board system in a single display "Master & Slave Oxygen Controllers - The ability to independently monitor and power oxygen sensors insures a redundant system to control on any given dive"Heads Up Display (HUD) - LED indicators rest against the diver's faceplate to constantly monitor vital operational parameters of the unit in real time throughout the dive"Battery Status Indicator - A graphical display on the handset indicates battery life and assures sufficient power to control onboard computers and gas management functions during the dive."Carbon Dioxide Scrubber Life Gauge - A temperature stick monitors the chemical reaction of carbon dioxide and Sofnolime absorbent and provides a graphical interface of scrubber lifespan to protect against carbon dioxide buildup in the system"Real Time Dive Memory - A computer link allows download capability of critical dive information including display of all 3 cell readings, partial pressure of oxygen switches, absorbent scrubber probe temperatures, cell errors or warnings during the dive, depth/time profiles and surface intervals between dives"Full Decompression Onboard Computer - The Single Multi-Function display incorporates a full decompression mixed gas computer with user definable gas mixtures to insure real time decompression obligations incurred on deep or long exposure dives are observed Units must match specs identically with no deviations to the product what so ever to integrate into existing SRC inventory. Mixed gases represents the state of the art for occupational diving and represent a significant increase in employee health concerns developed from a career-long exposure to diving. This equipment is specific for life, health, and safety. Line item 0002: Qty.4Maintenance and consumable kits 8) Provisions and clauses noted below may be accessed at http://www.arnet.gov/far. 9) Provision 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition.10) Provisions 52.212-2, Evaluation-Commercial Items, applies to this acquisition. Paragraph "a" of this provision is herby replaced with the following: "Award will be made on the basis of the lowest evaluated price of quotations meeting or exceeding the acceptability standards for non-priced evaluation factors. The non-price evaluation factors and there acceptability standards are: a)The award is anticipated to be made on the lowest total price technically acceptable for the quoter whose product matches identically with no deviations to the product what so ever. b)Units needed to integrate with currently tested and approved diving equipment in use. 11) The Clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition. The following clauses, as cited in clause 52.212-5are incorporated into this solicitation and subsequent contract: 52.206-6, 52.219-6, 52.219-8, 52.219-14, 52.222-3, 52.222-19, 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.222-39, 52.225-1, 52.225-13, 52.225-15, and 52.232-29. 12) ORCA REGISTRATIONQuoters shall be registered via "ORCA" at https://orca.bpn.gov/login.aspx or complete and return with their quotation a copy of provision 52.212-3, Offeror Representations and Certifications-Commercial Item. Clause 52.21-2-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition. 13) CCR REGISTRATIONAll vendors wishing to be considered for this solicitation must be registered in the Central Contractor Registration (CCR) database prior to the approximate date of award (3/26/2010). Registration in the CCR database may be completed via www.ccr.gov, and takes approximately seven (7) days for completion. 14) CONTRACT DESCRIPTIONProviding exact match to diving equipment currently in use within the submerged division of the National Park Service. 15) DELIVERY SCHEDULE AND CONTRACT PERIODThe awarded vendor will be expected to provide the equipment requested within 30 days of contract award, or as may be coordinated sooner, or as otherwise arranged with the Contracting Officer. The Contracting Officer or Contracting Officer's Representative shall coordinate with the awarded vendor for a date and time to deliver the requested equipment. 16) LOCATIONNational Park Service, Intermountain Regional Office, 12795 W Alameda Parkway, Lakewood, CO, 80228. 17) MEASUREMENT AND PAYMENTThe measurement for payment shall be for the equipment quoted as a firm fixed price, as items requested in section 7 above. Payment will be made at the contracted price. Payment shall be made via Electronic Funds Transfer to the vendor's bank of record, as indicated in the vendor's current Central Contractor Registration (CCR). Payment may be made via Government credit card if pre-arranged with Contracting Officer. If payment via credit card is desired, it must be stated in the offerors quotation. A single payment, upon contract completion, is anticipated for this contract. Any partial payments must be pre-approved by the Contracting Officer. 18) QUOTE SUBMISSIONInterested persons may identify their interest and capability to respond to this requirement by submitting their proposals via email to: robin_anderson@nps.gov., or by mailing or delivery to: Robin Anderson, National Park Service - Contracting, ACP, 12795 W Alameda Pkwy., Lakewood, CO, 80228All submissions shall be received no later than March 22, 2010 at 4:00 PM MT.
