- DRAWINGS This construction project involves recreation improvements to picnic areas. The project may include: providing ADA-compliant recreational sites including the furnishing and installation of accessible picnic tables and barbecues; constructing accessible concrete slabs and walkways; the placement and compaction of DG-layers; the placement of asphalt surfaces; constructing staircases at various locations; the demolition of existing buildings; the removal of existing picnic areas and barbecues; the removal and re-striping of pavement markings; the installation and rehabilitation of hydrants, water lines, and valves; the relocation of existing boulders; the placement of barriers, information boards, and signs; the installation of existing SST buildings at various locations; grading, excavation, and embankment of compacted native material at various locations; and the construction of new concrete cut-off walls at various locations. Price Range - The Government's estimate is between $500,000 and $1,000,000 The solicitation will be posted to Federal Business Opportunity Web Site no later than 3/15/2010 Proposal are due 4/30/2010 CASCADING SET-ASIDE PROCEDURE: Award resulting from this solicitation will be made using the following cascading set-aside order of preference: a. In accordance with FAR Subpart 19.13, award will be made on a competitive basis first to responsible, eligible HUBZone small business concerns that submits a fair and reasonable price. (Refer to Section I, Clause I.2, 52.219-3, Notice of Total HUBZone Set-Aside. This clause is applicable only to this tier of the solicitation, not the solicitation in its entirety.) b. If the price from the HUBZone is not considered to be fair and reasonable, award consideration will be made in accordance with FAR Subpart 19.14, to a responsible, eligible Service Disabled Veteran Owned Small Business (SDVOSB) concerns. (Refer to Section I, Clause I.2, 52.219-27, Notice of Total Service-Disabled Veteran-Owned Small Business Set-Aside. This clause is applicable only to this tier of the solicitation, not the solicitation in its entirety.) c. If a fair and reasonable price cannot be obtained from either a HUBZone small business concern or a Service Disabled Veteran Owned Small Business, consideration will be to make award in accordance with FAR Subpart 19.5, to a responsible small business concerns that submits a fair and reasonable price. (Refer to Section I, Clause I.2, 52.219-6, Notice of Total Small Business Set-Aside. This clause is applicable only to this tier of the solicitation, not the solicitation in its entirety.)
