Description
This is a Presolicitation Notice only; no proposals are being requested at this time. A sources sought was issued October 2, 2009, under N6258309RSSA1 for the below requirement in determining the extent that small businesses are available to provide solutions to Government needs. Specialty Center Acquisitions, NAVFAC (SCAN), Port Hueneme, California, is preparing to release a Request for Proposal (RFP) or solicitation N62583-10-R-0318 for Research and Development (R&D). The resulting contracts will be a hybrid cost-plus-fixed-fee (CPFF), firm-fixed-price (FFP), indefinite delivery/indefinite quantity (IDIQ), Multiple Award Contract (MAC) for Research and Development in support of the US Navy Energy-Savings Technology Validation program, and other Navy and Federal government programs, worldwide. The NAICS 541712 (Research and Development in the Physical, Engineering, and Life Sciences) with a 500 employee size standard applies. THIS PROCUREMENT IS BEING RESERVED FOR COMPETITION UNDER AUTHORITY OF FAR SUBPART 52.219-6 NOTICE OF TOTAL SMALL BUSINESS SET-ASIDE. The Government will only accept offers from small business concerns. It is anticipated that up to five contracts will be awarded under the pending solicitation. The resulting contracts will be awarded for a base period of one year with four one-year option periods. The minimum guarantee for each contract is $10,000. The maximum contract value of $25,000,000 is the cumulative amount for all contracts awarded under the pending solicitation N62583-10-R-0318, and not the maximum value of an individual contract. The total value of all orders placed under contracts awarded under the solicitation will not exceed 25,000,000 notwithstanding any language in the solicitation or contract to the contrary. The Energy and Utilities Division of NAVFAC ESC plans to solicit research and development (R&D) services with an emphasis on testing and demonstration of potential new products or improvements in existing products or services. The purpose of the resulting Demonstration Validation (DemVal) contracts is to investigate and validate energy saving technologies that are either newly introduced to the commercial market or that are on the market, but that are not widely used by the U.S. Navy and other Federal agencies. Additionally, some technologies may still be in the early phases of research & developmental and not economically viable at this time. Examples of energy efficiency and renewable energy technologies that may be demonstrated are Photovoltaic (PV) Shingles, Water Cooled Condensers, High efficiency HVACR Compressor, Extended Surface Air Filters, Aerosol Duct Sealing, HID Electronic Ballast, Microturbine. R&D services could mean demonstration of the entire system, or demonstration of components and subsystems of these technologies, or of other energy efficiency and renewable energy technologies not cited above. The Contractors will plan, design-and-develop, install, demonstrate, commission, monitor and provide operational and maintenance support for hardware, equipment, and systems specified by the Government in each individual task order. The Contractor will provide operation and maintenance support for the hardware, equipment, and systems for the first year of performance after commissioning has been completed. The Contractors will remove and dispose of the hardware, equipment, and systems if specified by the Government under individual task orders. The solicitation N62583-10-R-0318 will be available by electronic media only and can be downloaded free of charge via the Internet World Wide Web at http://neco.navy.mil or the Federal Business Opportunities website, http://www.fedbizopps.gov. This will be the only method of distribution; therefore, it is the offerors responsibility to check the websites periodically for any documents issued for N62583-10-R-0318.
