Description
(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) The solicitation number N68335-10-R-0101 is listed as a limited request for quote (RFQ) as NAWCAD Lakehurst intends to acquire electronic particle counters on a brand name basis from HACH Company or an authorized distributor. (iii) The solicitation and incorporated provisions and clauses are in effect through Federal Acquisition Circular 2005-38. (iv) The solicitation is open to all business sizes. The North American Industrial Classification System (NAICS) code for this procurement is 6695 with a small business size standard of 500 employees. (v) Contract Line Item Numbers are as follows: CLIN 0001: electronic particle counter (PODS), HACH Company, P/N 2087301-1-N, 39, EA. CLIN 0002: electronic particle counter (PODS), HACH Company, P/N 2087301-1-N, 21, EA. CLIN 0003 (OPTION): - electronic particle counters (PODS), HACH Company, P/N 2087301-1-N, 60, EA. (vi) HACH Company electronic particle counters (PODS), 120, EA, P/N 2087301-1-N. Only new OEM electronic particle counters (PODS) may be offered, reconditioned or used items will not be accepted. Portable Oil Diagnostic System (PODS) part number 2087301-1-N consists of a particle counter and all accessories needed to perform both on-line and bottle sampling. The PODS system is defined in technical manual NAVAIR 17-15BF-97. In order to receive copies of the technical manual, interested offerors must be registered in the Central Contractor Registration (CCR), which can be accessed at www.ccr.gov. (1)Components stored in foam insert inside Black Transportation case (2)Components stored in foam insert inside Gray Accessory Case The contractor shall provide any changes to the above list within 45 days after award. The contractor shall review and provide a markup of the effected pages of the technical manual concurrently. The 39 units (CLIN 0001) shall be clearly marked with a placard under the handle of the particle counter that these units are ‘For NOAP Labs Only’. This same language shall be affixed to the transportation and accessory cases. The contract shall provide the serial numbers for these units 30 days prior to delivery. All other units shall have the standard markings. (vii) All items shall be preserved, packaged, packed, and marked in accordance with best commercial practices. The electronic particle counter delivery shall commence 180 days after date of contract at a rate of 15 per month for CLINs 0001 and 0002. If CLIN 0003 is exercised, the electronic particle counter delivery shall commence 180 days after exercise of option at a rate of 15 per month. Units are to be shipped FOB origin (TAC N826) to the following address: NAVAL AIR WARFARE CENTER AD HWY 547 STAGING FACILITY BUILDING 195, HANGAR 6 LAKEHURST, NJ 08733 M/F HYDCSE, JOE CRUZ 732-323-2966 (viii) Offerors must comply with the following commercial item terms and conditions, which are incorporated herein by reference: FAR 52.212-1, Instructions to Offerors – Commercial Items, applies to this acquisition. Addendum to FAR 52.212-1: All offerors competing for award are required to provide a Subcontracting Plan (if Large Business). (ix) FAR 52-212-2, Evaluation – Commercial Items is incorporated by reference. Addendum to FAR 52.212-2 Para (a) Award will be made to the lowest price, responsive, responsible offeror conforming to the RFQ. (x) Offerors shall include a completed copy of the provision at FAR 5.212-3, Offeror Representations and Certifications – Commercial Items and DFARS 252.212.7000 Offeror Representations and Certifications – Commercial Items (Nov 1995) with its offer. (xi) FAR 52.212-4, Contract Terms and Conditions – Commercial Items is incorporated by reference. The resulting contract will be firm fixed price (FFP).
