- NAICS Code: 541611 The U.S. Environmental Protection Agency (USEPA) intends to issue a sole source purchase order under the authority of FAR 13.106-1 (b)(1) to Techsolutions, 560 Plessinger Road, Warfordsburg, PA, 17267, to complete the MD-715 Report for Fiscal Year 2009. The USEPAbelieves Techsolutions is the only source capable of meeting this requirement. Techsolutions is the sole owner and licensor of its proprietary VPEEO software in use by the USEPA Office of CIvil Rights for the last six (6) years. This software contains the necessary data to complete the requirement. No solicitation or Request for Quotation is available. Notwithstanding, any firm that believes it is capable of meeting this requirement may submit a response, which if received by 4 pm EST on Wednesday, March 17, 2010, will be considered. Responses shall be submitted via email to Bradley Austin, austin.bradley@epa.gov.
