- This requirement is for the hire of security guard services at COPs Sayed Abad and Carwile in Wardak province, Afghanistan. Solicitations must be downloaded from www.jccs.gov. (a) ONLY ELECTRONIC PROPOSALS WILL BE ACCEPTED. All proposals must be received by the contracting office no later than the offeror due date and time listed in block 8 of the SF 1449. Offerors are responsible for submitting proposals, and any revisions, and modifications, so as to reach the Government office designated in the solicitation by the time specified in the solicitation. Due to the austere environment of Afghanistan, offerors should anticipate delays in the delivery of electronic proposals. Offerors are encouraged to request 'Delivery Receipts,' 'Read Receipts' to confirm delivery if they do not receive these receipts. An offer received in the office designated in the request for proposals after the exact date specified for receipt of final proposals will not be considered eligible for award.Questions will be accepted until 14 Mar 10.
