- TAS:: 14-1041:: TAS RECOVERY GRSM 090528 Title of Project: Resurface Heintoogo Ridge Road., Great Smoky Mountains National Park, Tennessee This project ia an American Recovery and Reinvestment (ARRA) action. Receipt of award is contingent upon the offeror's meeting the requirements of Section 1512 (reports od use of funds) of the Recovery Act. DESCRIPTION General: The National Park Service, Department of Interior, is soliciting proposals for construction firms having the capability to perform the work described below. This solicitation will be issued electronically, on the Department of Interior's National Business Center (NBC) web site, at http://ideasec.nbc.gov Paper copies of this solicitation will not be made available. Prospective offerors desiring to conduct business with DOI are requested to register at the National Business Center. Proposal documents will be available in Microsoft Word, HTML and Adobe PDF, Specifications will be available in Adobe PDF format, and drawings will be available in TIFF format. Offerors wishing to receive electronic notification of changes will need to register to receive notification of this specific solicitation at http://ideasec.nbc.gov. This service is provided for convenience only and does not serve as a guarantee of notification. Subscribers to this service are ultimately responsible for reviewing the http://ideasec.nbc.gov site for all information relevant to this solicitation. Prior to ORCA, vendors were required to submit Representations and Certifications (Reps and Certs) for each individual large purchase contract award. Now, using ORCA, a contractor can enter their Reps and Certs information once for use on all Federal contracts. This site not only benefits the contractor by allowing them to maintain an accurate and complete record but also the Contracting Officer as they can view every record, including archives, with the click of a mouse. The ORCA site can be found by going to http://www.bpn.gov and clicking on "Online Reps and Certs Application" on the left side of the screen. If you do not have access to the Internet or feel you need extra Internet help please contact the Procurement Technical Assistance Center (PTAC) (www.dla.mil/db/procurem.htm) closest to you. You are strongly encouraged to register in ORCA in responding to this solicitation. You are required to have an active registration in CCR in order to conduct business with the Federal Government. Proposed Issue Date: It is anticipated that the solicitation will be issued 15 calendar days from the date of this pre-solicitation announcement. Receipt of proposals will be 45 days from the date of issuance of the solicitation.Title of Project: Location: Great Smoky Mountains National Park, Tennessee Description: Heintooga Ridge Road is a 5.5 miles long, paved, two lane, two-way scenic drive from the Park Boundary at Black Camp Gap (Blue Ridge Parkway Boundary) to its end at Heintooga Overlook Picnic Area. This project will repave the Heintooga Ridge Road, all roadside pull-outs, overlooks and trailhead parking areas with hot asphalt concrete pavement. Proposed work shall include replacement of damaged/deteriorated culverts; repairs/reconstruction of cracked and/or subsided pavement areas; placement of hot asphalt concrete binder and wearing surfaces on road and all associated parking areas and pulloffs; milling existing pavement at Park Entrance parking area to maintain height of existing stone curb; restore shoulders with aggregate/topsoil mixture; turf establishment; application of permanent pavement markings; replace wheelstops in parking areas; and replace regulatory and NPS signs. The primary purpose of this project is to include resurfacing; 9.1 miles of Heintooga Ridge Road and pull offs located in Great Smoky Mountains National Park and Blue Ridge Parkway. The work will include phase of work, the first phase is May 20 through May 27, 2010. The second phase will occur between June 1, 2010 through August 31, 2010. This will require the successful contractor to demonstrate prior experience with large scale Hot Asphalt Concrete Pavement (HACP) projects in order to open a portion of the project for the Memorial Day Weekend. The mainline work along Heintooga Ridge Road will include a pavement treatment including milling and new HACP. Type of procurement: It is anticipated that a negotiated firm-fixed price contract will be awarded requiring submission of both a technical and a price proposal. The government will consider an offeror's technical capability in comparison to its price. Estimated price range: $2,000,000 to $4,500,000. Time for completion: Approximate completion date is August 31, 2010. A Pre-Proposal Conference is anticipated. Date and time to be announced at the time proposal documents are available. Proposal receipt date is approximately April 26, 2010; actual date will be established at the time proposal documents are available.
