Description
DUE TO THE DECISION OF THE COURT OF FEDERAL CLAIMS NUMBER 09-864 C, THIS PRE-SOLICITATION SYNOPSIS IS CANCELLED. A SOURCES SOUGHT NOTIFICATION WILL BE POSTED UNDER THE SAME SOLICITATION NUMBER. The 22d Contracting Squadron (CONS) of the 22d Air Refueling Wing McConnell AFB Kansas announces the projected solicitation for the Simplified Acquisition of Base Engineering Requirements (SABER) contract. Subject acquisition consists of a broad range of maintenance, repair and minor construction work on real property at McConnell AFB KS. The solicitation will be a Request for Proposal (RFP) and will be limited only to eligible 8(a) concerns. There will be no public bid opening. Award will be made based upon Best Value to the Government in accordance with FAR 15 and the terms in the solicitation. The period of performance will consist of one base year plus four option years. The magnitude of construction is between $10,000,000 and $25,000,000. The NAICS code for this requirement is 236220 with a size standard of $33.5M. The closing date and time for submission of offers will be contained in the solicitation package. The entire solicitation, including the specifications and drawings, will be made available only on the Federal Business Opportunities (FedBizOpps) Web Site at http://www.fedbizopps.gov/. Potential offerors are responsible for monitoring this site for amendments to this synopsis, the release of the solicitation package, which should be on or about 18 January 2010, and any other pertinent information and for downloading their own copy of the solicitation package and drawings. Potential offerors MUST register at http://www.fedbizopps.gov/ in order to receive notification and/or changes to the solicitation. All contractors MUST be registered in the Central Contractor Registration database and ORCA database or their proposal will not be considered. Contractors can obtain further information on the Central Contractor registration (CCR) and ORCA registration at web site http://www.ccr.gov/ and http://orca.bpn.gov/. All responsible, eligible 8(a) sources may submit a proposal, which shall be considered. Per AFFARS 5352.201-9101: An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions). If resolution cannot be made by the contracting officer, concerned parties may contact the Center/MAJCOM ombudsmen, Mr. Michael R. The ombudsman has no authority to render a decision that binds the agency. Do not contact the ombudsman to request copies of the solicitation, verify offer due date, or clarify technical requirements. Such inquiries shall be directed to the Contracting Officer.
