- Recovery Project - Road Decommissioning - Upper Williams South DESCRIPTION: This project includes all work needed to decommission or store roads within the project area. Work includes excavation of road segments to achieve various degrees of outsloping or water barring, rehabilitating stream crossings to their near natural condition or constructing by-pass spillways, and seeding/mulching areas that are disturbed during project implementation. Project consists of 14 miles of road decommissioning/storage treatments. GOVERNMENT COST ESTIMATE: Between $100,000 and $250,000. LOCATION: Pocahontas County, WV. PERIOD OF PERFORMANCE AND SITE VISIT INFORMATION: Contract time will be 160 calendar days from the effective date of the Notice to Proceed. Site visit is planned for early May 2010 and will be announced in solicitation documents posted to www.fbo.gov toward the end of March 2010. CONTRACTOR QUALIFICATIONS: Contractor must be registered in the Central Contractor Registry and must have completed a profile in the Online-Representations and Certifications database prior to award of a contract. Registration may be completed on the Internet at http://www.ccr.gov/. Vendors must also be registered in ORCA (Online Representations and Certifications) prior to contract award, and may accomplish this on the Internet at http://www.bpn.gov. You must be registered in CCR and have an MPIN number before you can begin ORCA registration. Be sure to include NAICS 237310 in your registrations on both sites. SET-ASIDE: None. This project advertised for full and open competition in accordance with FAR 19.1007. The NAICS code for this project is 237310; the small business size standard is $33.5 million. BONDING INFORMATION: Offerors will be required to submit a 20% bid bond with proposals. Successful contractor must furnish 100% payment and performance protection within 10 calendar days of receipt of notice of award. SOLICITATION DOCUMENTS: Solicitation AG-4419-S-10-0482 and related documents will be issued via FedBizOpps as a Request for Proposals and will be available for downloading around the end of March at the website address: http://www.fbo.gov/. These documents will contain all necessary information for submitting an offer (including response date for offers, work specifications, drawings, maps, etc.). All potential contractors and subcontractors should register on the FedBizOpps website as an Interested Vendor. The online Interested Vendors list will be the only such list maintained for this procurement.
