- U- The Department of Veterans Affairs Martinsburg, West Virginia (VISN 5) intends to negotiate on a sole source basis with Catalyst Learning to continue to provide an Onsite Educational Program under the authority of FAR 6.302-1- Only one responsible source and no other supplies or services will satisfy agency requirements. This procurement is a follow-on to the School at Work (SAW) and Expanding Your Career and Healthcare Opportunities (ECHO) programs using workbooks, online computer coursework, and DVD classroom sessions. SAW provides developmental skills for employees GS-01 through GS-05 in math, reading, grammar, writing, medical terminology, anatomy and physiology, organizational skills, and medical ethics. ECHO provides developmental skills for employees GS-05 and above in math, medical terminology, anatomy and physiology, medical ethics, communication and interpersonal skills in healthcare, organizational skills and stress management skills for healthcare professionals. The (NAICS) Code is 611710 the size standard is $7.0 M. This notice of intent is NOT a request for competitive quotes. However, responsible sources may submit a capability statement to the contracting officer on or before February 5, 2010 at 10:00am local time. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
