Description
Synopsis: The Department of Veterans Affairs, Office of Acquisition and Logistics, Technology Acquisition Center is looking for sources that are able to implement an interface to the "new" VistA Cache that accesses VA records in real time in support of the VHA Innovations program. This effort will include the design, development, and implementation of a Natural Language Processing (NLP)/ -Concept Based Indexing (CBI) interface with VistA Cache to obtain VA records and feedback information. These records will be parsed using a proven natural language processing concept based indexing (NLP/CBI) system to extract and codify text information using vetted medical terminology such as Systematized Nomenclature of Medicine SNOMED. The proposed solution is to build an interface to the VistA Cache and the NLP/CBI application that enables ontology driven rules using the NLP derived clinical data to message clinicians. The proof-of-concept is an informatics NLP/CBI application prototype that shall interface with the VA VistA system to query and input target clinical narrative source documents into the NLP/CBI parser. The NLP/CBI application (front-end tool) shall parse and index the clinical text entries and create output in nearly real-time. The output shall comprise a marked-up document whose view shows identified concepts, a data table(s) of codified ontology concepts, keywords, and respective document identification, word/phase/sentence/section location, and meta data. The prototype knowledge engineering shall demonstrate post-coordination use of compositional expressions in a use case with a processed message to the clinician provider. The contractor will integrate a knowledge extraction module (back-end tool) that allows users to design their own clinical algorithms with existing capacity to run them on the NLP/CBI output. The prototype shall be developed and tested in the OI innovation "sandbox" development environment. The contractor shall provide hardware and software support during one year prototype phase. It is anticipated the VA will award a twelve-month Firm-Fixed-Price contract for this effort.
