- This synopsis is being posted to both the Federal Business Opportunities(FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line(NECO) site located at https://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Navy Sea Systems Command. This is a combined synopsis and solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Request For Quotation (RFQ) number is N66604-10-Q-2108. Incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2000-07. NUWC Division Newport intends to award a sole source, firm fixed price contract to the Salem Automation, Inc. for the procurement of (1 ea) Mobile MicroVAX Core System and (1 ea) MicroVAX Qbus Replacement Modules (see attached system specifications). Required delivery is 6 - 10 weeks after date of award, FOB:Dest, Newport, RI 02841. This procurement is intended to acquire Commercial Off-The Shelf (COTS) components to support prototyping and integration efforts of replacement of test set computers and device controllers for technical insertion in MicroVAX based heavyweight torpedo test equipment. Extensive web based searches for MicroVAX emulation products, capable of supporting both the VMS 4.7 operating system and required hardware interfaces, have indicated that only the Logical Company, of Cottage Grove Oregon, provides COTS products meeting these requirements. The Logical Company also is the only identified manufacturer of direct replacement IEX-11 and DRV11-WA controller circuit cards for the Qbus chassis. The Logical Company sells its products exclusively through regional Value Added Retailers (VARs). The east coast regional VAR for Logical is Salem Automation Inc. All other her timely offers will be considered. Offers for other products must contain complete product information and prices. FAR 52.212-1 Instructions to Offerors--Commercial Items applies. Evaluation will be in accordance with FAR 52.212-2 Evaluation--Commercial Items. Evaluation factors are technical capability, price and past performance. Each is equally important. FAR 52.212-4, Contract Terms and Conditions--Commercial Items and 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders--Commercial Items, and DFARS 52.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items apply. The following addenda or additional terms and conditions apply: none. Defense Priorities and Allocations System (DPAS) rating of DO-C9 applies. Solicitation and award are 100% set-aside for small business, NAICS code is 541511, size standard is $25mil.
